City leaders give engineer OK to design levee gates

A proposal to have the city engineer design gates and other safety measures at the Riverside Park levee by May got a nod from city leaders Tuesday .

The La Crosse Common Council’s Committee of the Whole voted for the proposal brought by members Dorothy Lenard and Andy Monfre on behalf of the city’s Alcohol Oversight Committee. The council’s final vote is Thursday.
“This is a place where there is a straight shot down Pearl Street to the (Mississippi River),” said Rosemary Boesen, who heads the Alcohol Oversight Committee. “We would like to see some barrier, and see some options and what the price would be.”

The proposal comes two years after the April 2004 drowning death of University of Wisconsin-La Crosse student Jared Dion after a night of drinking downtown. It was the seventh area drowning in a seven-year period.

The safety measures will protect not only people who have been drinking but also those using the levee for recreation, Monfre said.

Other safety measures would include flotation rings, signs and ladders.

“Given that we are a river community, it behooves us to look at the situation,” Lenard said.

Council member Tom Sweeney, who voted against the proposal along with Bruce Ranis, said he does not think gates are the answer because they would be open during the day.

And Jim Bloedorn said, “It is a wonder we have survived 150 years without gates. Now we have a recent problem of people without person responsibility, and I just don’t think we should be spending a lot of money on that. We need to stop creating problems that do not exist, and I do not think this is a problem.”

A report to Alcohol Oversight Committee indicated riverfront precautions in other municipalities range from none in Dubuque, Iowa, to posting signs along the riverfront in St. Louis and installing railings between riverfront bike paths and downtown buildings in St. Paul and along the paved riverfront area in Davenport, Iowa.

" Look billy there's a floater.... Come on, seriously, do we actually think a fence is going to help stop these poor impared souls not fall to a watery death? I myself don't think so, I have been drunk many times myself in my youth and never once did I even come close to thinking that going anywhere near water would be a good idea not even at my drunkest. This fact shows that not only do college students need to quit drinking but they also need to develope common sense... BEER + EXCESS + RIVER = BAAAAADDDDD IDEA! "

" It's disgraceful how you people can't put a sound argument together. You use sarcastic tones that only hurt your own position. One of you even managed to combine levee safety with the war in Iraq. As a father of young children, I'm glad to see some throw rings and ladders going down there, for the safety of all of us, not just drunks. If you are against safety changes at Riverside park, try researching the problem and proposing real solutions. All I hear is ridiculous ideas like robots and barbed wire in some sort of attempt to mock those who have tried to bring ideas forward. I feel sorry for anyone who is trying to help this community because they get attacked by all of you ignorant folks. Maybe one day the skepticism and combativeness will give way to dialogue and better ideas. "

" A lot of responsibility comes with turning the age of 21. Now we need to add gates around the city to protect people from walking too far when they have been drinking. No disrespect to those that have lost their lives from these drownings but why hasn't President Bush acted in the same fashion after seven of our US soldiers were killed in IRAQ by installing a fence around Baghdad? "

" It never ceases to amaze me that the minority always has to have something. First I would like to say my prayers go to all the families of those who have drowned in the river but if my memory serves me correctly, all these people were well past legally drunk. So now because some people can't drink responsibly the rest of us have to pay for it. Leave the levee alone!!! "

" I just watched a program on how robots in Japan are helping the elderly. Maybe we can use property tax money (by raising them) and buy a fleet of these sophisticated robots that can patrol the levee? They could also be used for parades and city housing inspections? Maybe someday we can even replace the mayor and the city council with robots? "
