Universities contribute to city’s economic, cultural life

Sitting through a Tribune editorial board interview with incoming Viterbo University President Richard Artman, it was impossible not to reflect on the impact of La Crosse’s three higher education institutions on the city.

First of all, welcome to La Crosse, President Artman. I think you will find this an interesting and stimulating place to live and work.
The combination of Viterbo, Western Technical College and the University of Wisconsin-La Crosse puts at least 12,000 full-time students in a city of 50,000. In addition, there are the faculty and staff members here — adding not only an economic impact but also a cultural impact to the city.

There also is a significant effect on the city from the events that the institutions sponsor, and the arts activities that they foster.

Most recently, there was an international conference on rivers — and the scientific, cultural and political impact that they have on large areas. Members of the community could attend several sessions of that conference. Without UW-L and its partner institutions (including a relatively new river museum in Dubuque, Iowa) that conference would never have happened.

Viterbo sponsored a series of free public lectures on the Holocaust in the past year. Lectures by Holocaust survivors drew thousands of

people to the Viterbo Fine Arts Center.

In addition, Viterbo has the Bright Star and NexStar arts series, which bring music, dance and theatrical productions that otherwise might not come to a place this size.

Music faculty members from Viterbo and UW-L and elsewhere (including public schools) help contribute to free outdoor concerts at Riverside Park and other venues.

Besides offering a variety of technical and vocational courses to thousands of individuals, Western Technical College works directly with many employers, providing very specific job training that helps the local economy.

Not all the impact is unquestionably positive. A recent neighborhood plan developed for the area around UW-L has references to parking problems, landlord-tenant issues, noise complaints and other concerns stemming from having a big institution with lots of young people as a neighbor.

Those concerns can be managed, however, by keeping the lines of communication open between the institutions, the city and residents.

I think the positives outweigh the negatives — and there is certainly an energy level that you can feel when the large numbers of young people return to La Crosse in the fall. La Crosse is a better place to live because it is a college town.

If it is such a burden then why do those who speak so negatively about it stay in the area?     " I certainly agree there are many benefits to our three institutions. I'm a UW-L grad with a son at Viterbo and will teach a class at Western this fall. All benefits have costs and what those costs are and who pays for them are the real issues. It is the city more than the institutions that must establish the policies to manage the costs of having 12,000 young adults living and working here without being repressive. That’s a tall order to be sure, but other communities have found ways to ensure clean, safe rentals are available and maintained; that traffic and parking are managed so the neighborhoods aren’t overwhelmed; and the next generation can enjoy themselves responsibly. "
