City should address UW-L growth plan

The University of Wisconsin-La Crosse’s proposed policy changes that could bring another 1,000 students will provide many benefits to the students and the region. However all benefits have costs, and the Grandview-Emerson neighborhood along with what’s left of the Goosetown neighborhood continue to pay a higher price than the rest of the region.

Over the past few decades, as UW-L and other institutions have expanded, the city has generally reacted only after the problems associated with that expansion have become entrenched. That reaction is often too little and too late, and we’re still feeling the impacts of those non-decisions.
The proposed addition of about 1,000 new students and the closing of some of the older dormitories, shifting 400 students off campus, will place more pressure on the neighborhoods. We had almost this many students before, and those were probably some of the worst years for both the students and the neighborhoods.

The city should:

  • Establish a cap on rental properties in most residential neighborhoods (Winona now has a maximum of 30 percent rental properties per block).

  • Require a conditional use permit (limited number of bedrooms and off-street parking spaces, sufficient garbage capacity, exterior maintenance) for the conversion of owner-occupied single-family homes to rental housing.

  • Develop stricter neighborhood business standards to limit the business types and operations that are detrimental to existing businesses and nearby residents.

  • Assist in the redevelopment of the neighborhood business districts to attract and keep high quality businesses.

  • Enforce the zoning ordinance that permitted some rental properties that filed affidavits and paid a $10 fee by July 1, 1990, to have up to five unrelated tenants per unit until Aug. 26, 2004.

  • Implement standards for off-street parking areas for three or more vehicles, including proper location, setbacks, coverings (dust free) and drainage.

  • Establish a commuter- affected neighborhood district around UW-L and west to Western Technical College. Permits would be free to residents and guests. Weekday on-street parking would be limited to permitted vehicles.

  • Increase parking fines, especially for on-street permit violations and inappropriate parking, until compliance rates improve.

  • Revise the standards for garbage so there are sufficient covered cans for the volume each unit generates. Also strictly enforce the ordinance related to loose garbage and trash, improper recycling, junk cars and appliances, etc.

  • Improve exterior lighting to encourage more students to walk after dark to and from campus and nearby businesses.

  • Establish neighborhood quiet zones in entire neighborhoods.

  • Ensure exterior standards, including the regular mowing of grass and timely snow shoveling, are met.

    If the city, UW-L, businesses, property owners and neighborhoods work together, we can all do a better job making La Crosse an even nicer place for everyone.

      " Come on, there are both benefits and costs to the City from UW-LaX -- just like with any major area business. Sure, there are problems, like parking, housing, noise, and excessive trash. But there are also benefits, like spending, jobs, community visibility, education, and tourism. Just look at the recent international conference on the Mississippi River! I think that the City and UW-LaX need to work together even more closely so that it stays a win-win deal, and avoids recent controversies. I personally like living in a City with a major university.
