Drunk man heading ‘home’ charged with resisting police

A University of Wisconsin-La Crosse student faces a charge of resisting officers after police tried to stop him from heading toward the Mississippi River on the same morning another UW-L student, who later drowned, was last seen.

Timothy Carpenter, 20, of 108 N. Ninth St., was charged Wednesday in La Crosse County Court with obstructing an officer.
Police found Carpenter heading west on a walkway near the Radisson Hotel at 2:12 a.m. Sept. 30, according to the criminal complaint. Carpenter said he was on his way home, but he pointed toward the Mississippi River. He had a blood-alcohol content of 0.17 percent and told police he drank “quite a bit,” according to the complaint.

Police continued to explain to Carpenter that he was walking the wrong way and that, if he continued west, he would walk into the river, according to the complaint. He continued to insist that his house was in the direction of the water.

When police advised Carpenter he would be transported to Gundersen Lutheran Medical Center for evaluation, he stated he wanted to go home and again started walking toward the river. Officers grabbed onto him, after which he immediately attempted to pull away until he was placed into handcuffs, the complaint reported.

University student athlete Lucas “Luke” Homan, 21, of Brookfield, Wis., was last seen about the same time Carpenter was arrested. Homan was found drowned Oct. 2 in the Mississippi River near the Riverside Park levee, two days after he was last seen at several downtown bars. An autopsy determined Homan had a preliminary blood-alcohol content of 0.32 percent.

Homan was the eighth alcohol-related drowning of a college-age man in La Crosse since 1997, according to police.

In addition to the misdemeanor charge, Carpenter was cited for underage drinking and possession of false identification, according to the complaint.

Carpenter was previously released on a $300 cash bond. His next court appearance is scheduled for Nov. 10.

However there are questions that cannot be answered and alcohol cannot be the only solution as it has been around alot longer than the start of these drownings. There was a day when the booze flowed alot freer, the drinking age was younger, and public opinion was much more positive towards drinking than now and there were no drownings then. Why does this seem to happen along the Mississippi? Why don't people drown in the ocean during spring break when binge drinking is even more prevelant? Why are women not involved? That's why a railing or gates -- a physical barrier prventing people from faling into the river from the levee, or, preveting access to the levee -- are so desperately needed. It was a cumulative effort by all the drunks that brought what officers were in that area back to the downtown areas. Homans inability to steer himself away from danger and the irresponsibility of the other partyers all contributed to his death. The overwhelming number of troublemakers brought more police attention to downtown and away from the river. How many more lives have they saved every weekend? Kudos, La Crosse PD! "

" Get the PD a break - you want them to babysit the "kids" (they are ADULTS!) and when they do that, you complain. Someone's parents owe the LCPD a thank-you card and a muffin basket. Railings are nice, but I'd compare that to seat belts in cars. There are ways around anything that is a safety measure (prescription drug bottles, bullet-proof vests, underage drinking laws, etc.), and someone will always find a way around it. There are few people more stubborn than really drunk people, as this article points out. Teach your kids ethics and responsibility, and don't whine when they mess up a little and the LCPD gets their back whether they want help or not. Maybe we should just put an invisible fence around campus - works for my dog. "

" It's about time we're seeing "the other side." The police are TRYING to do their job. You realize we are a relatively small city with budget for "x" amount of police officers. It would be wonderful to have an officer down at the park constantly, however, is it feasible? I don't know. I don't have A LOT of answers. But I DO know that the police stopped this guy who was SURE his house was toward the river. NOT the first time I've heard this; some drunk students don't even realize what CITY they're in. Show respect and gratitude for the LPD,LFD,and ambulance companies who assist with ALL of these situations. Don't like what's happening? Then DO something-and that does NOT include whining about it or blaming others. Thank you to those who are part of the solution. "
