Ron Kind’s political clout grows

WASHINGTON — U.S. Rep. Ron Kind, D-La Crosse, landed a plum committee assignment Tuesday, when Democrats appointed him to the House Ways and Means Committee, which sets policy on taxes and other important issues.

Kind, entering his sixth term in Congress, called the selection “a tremendous honor” in a statement.
The committee’s jurisdiction includes Social Security, Medicare and unemployment benefits as well as child and family support laws.

“The Ways and Means Committee is the perfect venue for me to advance my work on higher education and rural health care, in addition to other critical issues important to my constituents in Wisconsin’s 3rd Congressional District,” Kind said.

Because the committee is considered an “exclusive” assignment for Democrats, Kind will have to give up his seats on the Education and the Workforce, Resources, and Budget committees.

Joe Heim, a political science professor at the University of Wisconsin-La Crosse, said the assignment is a “real promotion” for Kind, but doesn’t think it will have any “enormous implications” for the state’s 3rd Congressional District.

“Ways and Means is considered one of the four to five most powerful committees in the House,” Heim said.

“It gives him a lot of clout. Tax writing, that’s always a significant thing in the House of Representatives. It’s a heavy-duty committee.”

While Heim believes the move will benefit Kind’s status and power in Congress and nationally, the state as a whole also could reap benefits. Tax laws can be written to benefit certain states, and Kind can help insert provisions that will benefit Wisconsin, Heim said.

And because tax laws originate in the House, Kind will be in on legislation from the ground floor, Heim added.

“He is very bright,” Heim said of Kind. “To do tax stuff, you really have to understand the complexities of it. His intelligence is a real plus on that committee.”

Heim said he was sorry to see Kind leave the education committee, noting he has been an ally for higher education and financial aid issues.

Kind’s appointment to the Ways and Means Committee gives Wisconsin two seats on the powerful committee. Republican Rep. Paul Ryan already serves on it.

Congressional Democrats from a half-dozen Midwestern states recommended Kind for Ways and Means in 2004, but he didn’t get the post.

The appointments were made by the Democratic steering committee. They must be approved by the full Democratic caucus, but that is considered a formality.
