Doyle proposes global warming task force

MADISON — Gov. Jim Doyle plans to appoint a global warming task force and create an energy independence office to coordinate an effort to dramatically expand the state's use of renewable energy by 2025.

He planned to announce the proposal in his ``state of the state'' address Tuesday night, pushing the state to invest more in wind power, ethanol and other sources of renewable energy, according to the Milwaukee Journal Sentinel.
The governor will propose grants, loans and tax credits for projects to help the state rely less on fossil fuels and curb emissions linked to global warming at a time when energy costs and concerns about climate change are rising.

``You can't just sit and pretend this isn't happening anymore,'' Doyle told the paper.

Doyle wants to institute tax credits for gas stations and vehicle fleet operators to reduce the cost of installing pumps for renewable fuels such as ethanol and biodiesel.

The state would add 400 renewable fuel pumps through tax credits to the 79 it has today, he said.

Last week President Bush called for the nation to expand by fivefold its production of ethanol within 10 years and to improve gas mileage of cars and trucks to address global warming.

Doyle plans to tell the Legislature that his proposed 2007-'09 budget will include $30 million in grants and loans for companies and researchers developing renewable energy technologies, from solar power and hydrogen to bio-based fuels such as ethanol.

Doyle said details of how the grants would be funded will be announced in his budget next month.

``I truly believe that the states that are going to be doing well 10 or 15 years from now are the states that have made significant investments today in renewable energy,'' Doyle said.

In his campaign against Republican Mark Green, Doyle said Wisconsin would use renewable energy for 25 percent of its electricity and 25 percent of its transportation fuels by 2025.

The governor's energy independence office will coordinate work of various state agencies toward those goals, he said.

Doyle will also earmark $5 million to help Wisconsin create the first plant in the nation that would make ethanol from cellulose — a term for a variety of materials from paper pulp and wood chips to corn stalks and straw. Most ethanol is produced from corn.

State Rep. Dean Kaufert, R-Neenah, a former co-chairman of the Legislature's Joint Finance Committee, has concerns about how the measures will be funded. But he said he saw merit in many of the proposals.

``Legislators are talking like never before that we have to strengthen our investments in alternative fuels,'' Kaufert said.

Doyle's new Task Force on Global Warming will pull together environmentalists, business leaders and local government leaders to explore how Wisconsin can reduce its emissions of greenhouse gases.

The task force will be modeled on an energy task force whose recommendations led to a state law requiring 10 percent of the state's electricity to be powered by wind turbines and other clean-energy sources by 2015.

Doyle to deliver State of State address Tuesday

WHAT: Gov. Jim Doyle will deliver his fifth State of the State address at 7 p.m. Tuesday in the Assembly chamber in the state Capitol.

HOW CAN I SEE IT: There will be limited seating for members of the public in the chamber. Tickets are available on a first come, first served basis starting at 6 p.m. Tuesday outside the Assembly chamber. The speech will also be carried live statewide on Wisconsin Public Television and Wisconsin Public Radio.

DETAILS: Doyle will outline his agenda for the next year and beyond. He has already released some details, including a smoking ban, cigarette tax increase, expanding health insurance coverage for all children and bolstering education funding.

Thank goodness the private sector in this country is apt and historically practiced at 'crisis management'. I spoke on this energy saving subject in Columbus, Ohio to an auditorium of management form utility companies gathered from around the country. This was a time where we gave birth to an energy czar where they would mandate and step up restrictions to vehicle manufacturers, furnaces, and many others. We have not moved very far. " This is just something. All these polititians wanting more energy effienct cars. Yet look at what they drive. Look how many cars they use to cover their asses. Look at all the fuel the president uses to do anything. Jets, limos, all their security and their fuel wasted. I say let them drive the Yugos, and then maybe some of the rest will follow their examples. Then we should cut back on all the security and police and anyone else who constantly keeps their engines running. We need more foot patrols. I for one am sick of the double standards with our governmenttelling us what we need to do. Practice what they preach! "
