La Crosse County ranks high in dioxin emissions

La Crosse County ranked eighth in the United States in smokestack emissions of dioxin in 2005, according to new data from the Environmental Protection Agency.

Thursday, the EPA released the 2005 Toxics Release Inventory, a database of emissions reported by companies as required by Emergency Planning and Community Right-to-Know Act of 1986.

The report shows dioxin emissions from Xcel Energy’s French Island waste-to-energy plant increased from 8.07 grams in 2004 to 13.8 grams in 2005. Xcel is the only dioxin emitter in the county required to report TRI data.

According to the EPA’s Web site, 763 U.S. counties have plants that reported smokestack emissions of dioxin in 2005. In terms of total on-site and off-site releases and disposal of dioxin, La Crosse County ranked 67th of 787 counties in 2005.

An Xcel spokesman said the plant is in full compliance with all EPA permits on dioxin and other chemical emissions.

But the Wisconsin Public Interest Research Group, which also released a report on pollution and health on Thursday, called the increase “very concerning.”

“Dioxin is one of the most toxic chemicals known to science,” said Bruce Speight, field director of WISPIRG. “It can alter the growth and development of cells and lead to adverse effects on reproduction and development, can cause cancer, suppression of immune system.

“We urge companies to seek safer alternatives and reduce their emissions of toxic chemicals,” Speight said. “Dioxin is so toxic that rather than measuring it in pounds, unlike every other chemical in the TRI, it’s measured in grams. To have the levels of dioxin from this facility increase this much in a year is very concerning. We should be going in the opposite direction.”

Xcel spokesman Brian Elwood said TRI reports “are not a measure of risk.”

Elwood said EPA takes risk to human health into account when it sets permit limits, and French Island is in compliance with all air pollution permits.

“The No. 1 emitter of dioxin in the country, according to the EPA, is the uncontrolled burning of garbage — which are burn barrels — which exist throughout La Crosse County and the nation,” Elwood said.

La Crosse County contracts with Xcel to burn solid waste at French Island to reduce the amount of waste going into the county’s landfill. Incinerator ash and trash that can’t be burned are trucked to the landfill, reducing the waste volume going into the landfill by about 80 percent.

Elwood said he believes French Island is one of the only municipal solid waste combusters in the country required to report emissions under the TRI. Xcel must report French Island’s emissions because the facility has two oil-fired generators that are used occasionally for peak demand. Without them, French Island’s emissions would not be included in the TRI report.

Between 1995 and 2000, one of the French Island plant’s two boilers failed four stack tests in a row for dioxin emissions, and the state filed a lawsuit.

In 2002, Xcel installed new pollution control equipment at the plant intended to meet tougher EPA emissions rules, at a cost of $10.9 million to La Crosse County residents. Since then, the plant has met emission standards.

One of the plant’s boilers failed a stack emission test in August 2006 for dioxin, but Xcel fixed a water pipe leak causing the problem, and passed a second test in September.

Maybe the city fathers can create a flag or celebration for this honored accomplishment, like a La Crosse Factory Toxins day or something like that wouldn't that fit right into the scheme of things here. " keep things in perspective, the Excel plant is within EPA guidlines. for the uniformed. 13.8 grams is a pretty small amount, a nickel weighs 5 grams, so do the math. and it's not Excels problem really, they don't throw the trash away, they just burn what WE throw into the trash. so it's more of a problem with area citizens than it is Excel. and for the person referring to Times Beach, that wasn't measured in grams, but many many pounds. and as a sidelight, there are 454 grams in a pound. As far as to the "accountability" if you feel campbell and the county should have no part of the accountability, do not accept the electricy generated, and find your own source of getting rid of the trash. Of course both of you complainers wouldn't do that now would you. The real complaint should be how is the pollution going to be controlled and stopped. "

" I recently accepted a job in La Crosse and find this report very disturbing. I have two young children, and now have concerns about the air quality around and downwind from the French Island generating station. A report such as this reflects poorly on such a beautiful area. Seems as though Xcel is putting their profits in front of the health of their community and environment. "
