Hit-and-run victim had survived 2005 stabbing, other hardships

His landlord remembers well one of her last meetings with Dale Wallin.

“He gave me a hug and handed me this cross,” Ophelia Rotering, 85, said Thursday. “He touched my heart.”
Wallin recently had signed a year’s lease with Rotering on a business property at 715 Logan St. The 65-year-old planned to open a Western-style leather goods and jewelry store there, she said.

He’ll never get the chance.

La Crosse police Thursday identified Wallin as the man killed Wednesday night by a hit-and-run vehicle as he walked in a marked crosswalk at Rose and Logan streets.

Eyewitness Terry Cushman said Wallin was walking west in front of a stopped limousine about 9:15 p.m. when a northbound car swung around from behind the limo and hit Wallin with a force that launched one of his cowboy boots as high as the streetlight.

The blue car stopped briefly, then sped away north on Rose Street. The driver remains at large, police said Thursday.

Wallin was pronounced dead at Franciscan Skemp Medical Center a short time later, from multiple blunt force trauma, according to John Steers, La Crosse County chief medical examiner.

Wallin was walking to Kwik Trip on Rose Street after having dinner at nearby Mike’s Logan Bar and Grill, 1400 Caledonia St., said tavern owner Mike Brown. He had followed the same pattern every night for the past two weeks, Brown said.

Bartender Sheley Witt, 31, of West Salem, Wis., described Wallin as a pleasant man who always wore a bolero-style hat and elegant leather jackets and carried a colorful cane.

A few years ago, in Billings, Mont., he had been hit while jaywalking, breaking his leg and leaving him with a permanent limp.

Witt said Wallin made friends easily. “He was a people person,” she said. “The guy loved to talk to people.”

Wallin mostly had lived in Billings and, more recently, in Albuquerque, N.M., friends and acquaintances said. He had a longtime friend named Wally he would visit in La Crosse, said Georgie Taylor, a Billings woman who described herself as a close friend of Wallin.

Taylor received a handwritten card from Wallin on Wednesday, thanking her for helping pay his bus fare to La Crosse and asking that she send some prints of paintings by the famous Western artist Charles Russell.

She described Wallin as a father figure and favorite of her school-age daughter.

“Dale had a marvelous sense of humor, a laugh to die for,” she said. “He was a storyteller, a joker, and loved his rock n’ roll music all the time.”

Harry Merchant, director of the St. Vincent DePaul Charity Office in Billings, said Wallin had lived off and on at the homeless shelter there through the years and was a regular for morning doughnuts-and-coffee hour. Merchant said Wallin made many friends on the street in Billings but “considered La Crosse home.”

Wallin struggled with alcoholism, Merchant said, and survived on disability checks. He also was a Vietnam War veteran, he said.

On April 26, 2005, Wallin was roused from sleep outside the Billings homeless shelter by two men demanding money. A knife slashed across his face, cutting his flesh from one cheek to the other, almost severing his upper lip.

He rolled onto his stomach and did the best he could to protect himself as the knife plunged repeatedly into his back, he testified when the case went to trial in Billings in May 2006. When the attack stopped, Wallin stumbled away, but his companion that night, 65-year-old John Gewanski, died.

Their Billings attackers were convicted and sentenced to long prison terms.

Rotering said she hoped the driver of the car that killed Wallin on Wednesday night will be brought to justice as well.

“They may never catch (the killer),” she said softly. “And even if they do, it will never bring Dale back.”

Help sought to find car

Police want the public’s help in locating the driver involved in the fatal hit-and-run on Rose Street on Wednesday night. The car was described as a smaller blue car with a fin or spoiler on the trunk. Anyone with information should call the police at (608) 785-5962 or Crimestoppers at (608) 784-3577.

" There's someone out there who knows the driver who did this. Hopefully their conscience will tell them to go to the police with information. Even better....the driver will come forward. Think...if it was your friend or relative who died in a hit and run, how would you feel ? This is a lesson to those who drive recklessly and too fast with little regard for others. My heart goes out to Dale's family. "

" I didn't live in La Crosse in 1976, so I was unaware of that incident. What I was referring to in my post was the people who deliberately step in front of moving cars due to the crosswalk law. As I said in my previous post, the driver was clearly at fault in this accident. However, this is what can happen if someone steps into a crosswalk without checking for oncoming cars. I don't know if Mr. Wallin did or not-but I'm saying people in general need to use more common sense when crossing a street. If you don't, it can result in a tragedy like this. " I met Dale for the first time last Saturday night and we chatted for an hour about about mutual friends and relatives from Pepin County.He had so much intellegence about history he amazed me.He took off his hat and showed me the Crossed swords of the 7th Calvary Which was his unit,the same unit led by General George Custer.When I saw his hat laying in the street after he was struck and killed on the news my heart sank for I knew the world had last a very good person! " This is not the only pedestrian hit & run on Rose St, On Jan. 25th,1976. Headlines: Hit & Run Driver sought in Pedestrians Death. An Onalaska women was killed crossing Rose at Gilletee Sts by a Southbound car. By coincidence the car the police were seeking was also a blue or dark green vehicle. The driver eventually was turned into police by his mother.He pled innocent but was later found guility. The sentence 30 years ago:4 months county jail with huber and 18 months probation. GO FIGURE "

" Excellent point. The pedestrians in crosswalk law has been a big hassle in La Crosse simply because of how people interpret it. It's a miracle this is only the first pedestrian fatality that has happened. People, PLEASE take this tragedy and learn some common sense when crossing a street. The driver was clearly at fault in this incident, but it is not normal to step in front of someone and force them to slam on their brakes, which happens a lot here. " Pedestrians have the right-of-way, but they do have an obligation to look for traffic. Would you tell your 5 year old “Don’t worry, cross the street, who care who’s coming”? No, you drill it in your child’s head to look both ways. As a pedestrian you cannot have the attitude you have the right of way no matter what. If so, you are taking a risk with your life. Just because you are on foot doesn’t mean that you can ignore common traffic practices. Wallin did get struck a couple of years ago while jaywalking and thus the limp. It is not incomprehensible that he may have not exercised caution once again. Also, because of his handicap he would have needed to calculate more time to allow him to cross. "

I do want resolve the fact that he was not intoxicated or impaired in any way. " From what I saw, He was not walking in a Crosswalk unless he was moved alot by the hit. Even if he was in the crosswalk, he definately should have known to pay attention on such a busy street when not crossing at the lights. Its amazing how many people think cars will stop for you. The driver as well should have been paying attention when a car is stopped on that street. And leaving the scene definately was bad idea. My guess is both were drunk. "

" Pedestrian marked crosswalks are risky. I personally stop and allow people to cross. In multiple lane situations, a vehicle in the rear may not see that this is a marked crosswalk and pass around on the left or right. The driver may not see that someone is in a crosswalk area because their vision is obscured by the vehicle in front. Also, the pedestrian may not see an oncoming vehicle, because the stopped vehicle blocks the presence of a vehicle coming from behind in the other lane. Thinking that it is safe to cross, the pedestrian, may continue on, unaware of the presence of a second vehicle coming from behind. Somehow we have to make these walkways safer. Maybe slower speed limits in these areas or more flashing yellow lights. "

" Intoxication on Wallin’s part is relevant if he didn’t exercise caution before crossing the road. Pedestrians have an obligation to look for vehicles. Isn’t that what we teach our children? “Look both ways before you cross.” Just because the limo was stopped doesn’t mean that the “driver” would necessarily know that there was a pedestrian passing. It’s a known fact that limos, semis, buses, taxis, delivery trucks, etc… stop frequently along the roadside and obstruct traffic as they do their business. It happens so often that sometimes drivers become immune to the situation. Haven’t you ever sped around a delivery truck that was obstructing traffic downtown? This tragedy could happen to any driver or pedestrian. All I am saying is, while the driver was grossly wrong for fleeing the accident scene, he/she may not have been 100% at fault for the accident. That’s why the facts are relevant. "

" This type of driving happens all the time. I believe it's because people are too impatient to wait for the car in front of them to take that left turn or wait for a pedestrain. That doesn't give them the right to pass around that car. I wish police would ticket drivers for this behavior. This isn't the first time I've seen lives taken because of this kind of carelessness. " The guy was in a marked crosswalk with a limo already stopped, waiting for him to cross. It's not illegal to be walking drunk if he wasn't creating a public nuisance (despite what other responders might say about the new public intox ordinance). The guy who did it was too impatient to slow down and see WHY the limo was stopped, so he just veered around and zoomed past - right into the guy. This is a horrible tragedy. Possibly the worst thing is that I was crossing the street in a crosswalk yesterday after reading the article, and nearly got hit myself by a white/pearlish SUV. Next time I'm getting the license plate and calling the police. "

" This situation is very sad. I believe the person who hit this man should come forward and face the situation. Because this person ran, one speculates if he or she was impaired, a fugitive, without a license, a malice person, etc... Message to the driver: let the public hear your version of the events and for god sake, please express your apologies. On another note, I do think it is relevant to know all the facts surrounding the accident.
