Man in custody in fatal hit-and-run

Authorities said Tuesday they have a man in custody who they believe was driving the car that killed a pedestrian May 9 on the city’s North Side.

Salethian Hayes, 31, is a suspect in the hit-and-run homicide on Rose Street, acting La Crosse County Deputy District Attorney Tim Gruenke said Tuesday in court.
But the case needs more investigation and blood analysis before his office can file charges, Gruenke told La Crosse County Circuit Judge Scott Horne.

Gruenke asked Horne for a sizable bond to keep Hayes — who was accused of violating Justice Sanctions Program rules and operating after revocation in February — in custody.

But without a probable cause document or other evidence ready for court, Horne set a $500 cash bond.

As of Tuesday evening, Hayes had not posted bond. He is to return to court Thursday.

A blue car May 9 hit Dale Wallin, 65, of 715 Logan St., in a marked crosswalk at Rose and Logan streets. The car then sped away, leaving a dying Wallin lying in the street.

Hayes, of 614 Monitor St., Apt. 55, was sentenced in April to 65 days in jail for hit and run and two counts of misdemeanor bail jumping. He was given credit for 12 days served and was to start another eight days May 11, then spend the remaining time at his home on electronic monitoring through Justice Sanctions, according to court records.

But Hayes later was found at another residence, Gruenke said.

Police this weekend also arrested 22-year-old Jenni Lee Bartlett, of 98 Holmen Drive, Holmen, Wis., on suspicion of aiding a felon.

Investigators believe it was Bartlett’s car in the fatal hit-and-run, according to reports.

La Crosse police who later interviewed Bartlett told her not to contact the suspected driver. But Bartlett admitted late last week she had contacted the suspect, according to police reports.

She is free on a $2,500 signature bond and expected to be charged in court June 5.

" This program was supposedly designed to ease overcrowding in the jail but is a waste of our money as taxpayers. They do not correctly monitor these criminals. They are understaffed and let criminals get away with drinking,drug abuse,and let the criminals make the rules. This program needs to be investigated and probably overlooked by an outside firm. The criminals run justice sanctions in LaCrosse County. That's what it looks like to me. "

" FYI-the "official" color of my car is Aqua Blue Mettalic. However, the police, body shops etc. have described it as both dark blue and dark green. Also, depending on the shade of green and the time of day, a green car can appear blue to some people. Secondly, Ms. Bartlett didn't know he hit anyone until last week??? Baloney! You don't have someone drive your car and return it with front end damage and fail to ask what happened. That's human nature. Also, this hit and run was all over the news after it happened. Sorry. No. Don't believe she didn't know. She knew all along. "

" maybe before we condemn we should wait for the forensic testing on the car. the car that was reported in the Tribune that they were looking for was a small blue car with a fin on the back. the car they have for the testing is a dark green Buick. " You're correct it is a monitoring system not a penal system. That being said: Why is it being used as a penal system in lieu of jail sentences and work release? Bring back work release....and chain gangs while you are at it. If they won't build a new jail put them in tents. It works in Maricopa County and Iraq (for our soldiers). If you cut corners to relieve jail overcrowding then this is the price you pay. If society didn't try to lock everyone up based on knee jerk reactions we wouldn't have this problem. Too many things handled by the criminal justice system would be better served in civil court. That would free up space for real criminals. This man wouldn't have as many CCAP hits if he had been punished more harshly for his real crimes that he did previously. "

" He's only a suspect; they can't hold him for this crime without probable cause. They should be able to revoke his justice sanctions and lock him up for that violation until they do though. Blame the DA or the Constitution. I suspect that if he had killed someone with a few more friends in this area, he wouldn't want to get out of jail or go back to the address that the tribune posted. "

" I agree with you on everything except one thing. Ms. Bartlett didn't know that he had hit someone with her car until the police came to her residence last week. She is being charged because she contacted him after the police came to her house. She was cooperative with the police in the regards that she gave them the car and to look through everything in her house (since he stayed there for a while). I believe she does deserve to be punished but I don't want people thinking she knew the entire time that he hit and killed someone because she didn't. "

" How is this criminal not in jail, since Hayes moved to Lacrosse in 2002 he has been arrested for delivery of cocaine, possession of cocaine (4 times), resisting an officer (3 times), battery (4 times), disorderly conduct (4 times), bail jumping (6 times), operating with a revoked license (3 times), and hit and run. These crimes should have been enough to sentence him to incarceration for over thirty-four years, but yet he is still out and committing more crimes. " It is to bad the victim or his family was not well off. It would be good to see what a good attorney could do to the county for not supervising their clients closer. There is not a single person employed with Justice Sanctions who checks up on their clients during the day until the client reports to to the Justice Sanctions office. This is irresponsibility not only for Mr Hayes but also on the county for not supervising their clients. The county needs to be held accountable for their actions. "
