County invites mediator to start discussion between city and Tri-State

.
La Crosse County will bring in a mediator to help spark talks between city officials and Tri-State Ambulance about possible changes to the county’s emergency medical services system.

County Administrator Steve O’Malley said in a letter to the Tri-State Ambulance Board that the county has hired Madison attorney and mediator Howard Bellman for a half-day session Tuesday to help guide early discussions.
La Crosse Mayor Mark Johnsrud proposed hiring a mediator to assist in finding ways to enhance the EMS system and determine if the La Crosse Fire Department should begin a city ambulance service.

While Tri-State, owned by Gundersen Lutheran Medical Center, and the city have agreed to mediation, the two sides are so far apart it might be impossible to successfully mediate an agreement, O’Malley said.

“Right now it’s like chasing phantoms about what (Tri-State) might consider and what (the city) might oppose,” O’Malley said. “We’re not getting anywhere.”

Johnsrud, who was at Wednesday’s board meeting, repeated his pledge that the

city only wants to improve the existing system and does not want to harm Tri-State, La Crosse County’s only ambulance provider.

Talks need to start soon and must be as brief as possible if the sides are to reach any consensus, O’Malley said.

“I don’t think there’s much to be gained by a six-month or 12-month or perpetual mediation that may never come to a result,” O’Malley said. “It’s better to have (Bellman) come in, to set some reasonable expectations and see if mediation has any options for us.”

The Tri-State Board agreed to take part in the session, but Johnsrud said he must discuss the proposal with Common Council President Joe Ledvina before responding for the city.

Franciscan Skemp Healthcare also was invited to take part in talks, O’Malley said.

The county will pay Bellman $250 per hour plus expenses. O’Malley said having Bellman mediate these sessions doesn’t mean a different mediator or state representative can’t guide future talks.

Dispatchers, EMT's, Paramedics, Firefighters, First Responders and Police officers ALL Need Each Other. We,(the EMS Street people) have shed our blood, sweat and tears in every square inch of the Tri-State Area. ( I could tell some horrible stories of what we all see and do between sitting in Parking lots or in recliner chairs) I hate to see this Wooden stake plunged in the middle of the us all. That is what this issue is doing. Hang in there Brothers and Sisters while we get to ride the wave. "

" If another private business did want to come in a start a 911 ambulance service they could, however they would have to bid for the contract which would require them to meet stipulations of the contract and it would be real competition. If a Fire Department wants to get in the ambulance business they just come in and bully others out of the way without any stipulations for service or a competitive bid. That is not competition. "

" No one ever mentioned anything about the events of 9/11. While that day was a shock to all of us, firefighters included, this entire topic has absolutely nothing to do with 'cashing in' on the terrible day. Not even the LaCrosse Fire Department, from top officials to grunt firefighters will forget '343' or attempt to use that day for leverage on another front. "

Just say NO wrote on Jun 7, 2007 3:19 PM:

" This entire proposal is absurd, and the sooner it goes away, the better! Tri-State Ambulance is a private business that provides exemplary medical emergency service at no cost to the taxpayers. Perfect! For the life of me (no pun intended) I can't fathom why taxpayers would even consider allowing the city to try and get its "grimy meathooks" into this. It jeopardizes Tri-State's efficiency in providing services to areas beyond La Crosse; won't measure-up qualitatively in care; and will lead to MORE NEW over-bloated costs to taxpayers. A mediator isn't needed -- you can't mediate stupidity. The only thing that we need is some clear thinking and maybe some "meathooks" to take this ill-conceived, greedy-ego-driven bad idea and throw it on the scrap heap with the rest of the many bad ideas Johnsrud has tried to foist on taxpayers. People that apply at Tri-State to be EMT's do so because they want to be EMT'S. I dont want the EMT that comes to my house to be doing so because its part of their job that they have to do- I want them there because they want to be there. SAVE TRI-STATE!!! End of story. "

" Judging by your posts, I see no caring or concern of what's best for the residents of La Crosse. What is present is smugness and pompous ego. Good for you with your early retirement and benefits. That's what the taxpayers are already comping you. Let's hear it people, do you want to also pay to train the likes of this and buy new ambulances, all so when you have a medical emergency you can get two or three newbie paramedics from the FD with that attitude? Back to your recliner, fireboy. I don't want your kind of help. Give me TSA medics who know what they're doing and only charge me if I call them. "

If any taxpayors are concerned (and we all should be!!)they need to contact their city councilperson and stress that this fuzzy math the FD has come up with in terms of revenue generation be seriously investigated! Why should we pay for something that is now free unless utilized! And the Mayor should be ashamed for holding up a lifesaving EMD service for free for political games in regards to an ambulance service! Hope nothing happens in the meantime that would open up the city to a lawsuit because of Johnsrud's ego!! "

" ...is Tri state ambulance got a new person to run the show. He saw there were changes that needed to be made to improve the system. Now we have ambulances staged in different areas instead of backed into a garage. From the info posted on their website, it looks like it works. Why is that a bad thing? Did they do this just so they could beat the fire department to calls? That doesn't sound right to me, but it has improved their response times. Has the fire department done anything to improve theirs? Never hear anything from Chief Cleveland about how they are making improvements with what they have now. C'mon Fire Department - if you want it, step up to the plate, take a swing and show that you CAN do it with what you have, not just WANT to do it or THINK you can! "

A big thanks to the mayors office wrote on Jun 7, 2007 8:38 AM:

" Do you know what you have done in the interim of this bickering? You have put a strain on what has been a very good working relationship with the ambulance and the FD. Do you want to know what they do now? Do you? They try everything in their power to beat eachother to the scene now!!!! Do you think that puts people at unnecessary risk? Why do you think you see Tri-State ambulances staging all over creation now? They are strategically placed to keep response times to bare minimum. Once again, a big thanks to the mayors' office. "

Get a life! wrote on Jun 7, 2007 8:22 AM:

" I saw on the news one night a sign in the TSA's office it says "If we do what we have always done we'll get what we always got." How do we know the city starting an ambulance service is a bad idea? We don't, plain and simple. Would all of you so against this be opposed if this was a "private" ambulance service that wanted to start? I suppose they'd be unqualified too. If you don't like it MOVE out of the city, because it will happen. Like it or not. "

bob wrote on Jun 7, 2007 7:37 AM:

" "If it aint broke, don't fix it." End of discussion. End of medeation. Period. We have a private business that is providing this healthcare service better than the city could; and doing it at no cost to the taxpayers. Johnsrud's latest brainchild is to "gut" a private business -- jeopardizing its ability to deliver services within and (very importantly) outside the city -- while feeding his insatiable appetite for wasting taxpayer dollars. Did I mention, "if it aint broke, don't fix it?" "

STOP THIS WASTE NOW. wrote on Jun 7, 2007 7:34 AM:

" If Johnsrud doesn't firgure out very quickly he is a wasteful incompetent putz, mayby a recall is in order to bring the point to him. This is a total waste of money. Stop this waste right now. Leave it to operate exactly as it does now. Johnsrud's legacy as a mayor is going to be just like bush's. Incompetent idiot who destroyed reputation and brought disrespect to his office. "

I don't see the need... wrote on Jun 7, 2007 1:53 AM:

" ...to reinvent the wheel. We already have an ambulance service. When was the last time government was able to do something better than private industry? When private industry fails, they go out of business. When government fails, our taxes go up even more. How about telling the fire department to just stick to firefighting? No more fancy boats, hazardous materials cleanup, collapse rescue, rope rescue, and some of the other stuff on the news lately. I know most of it was paid for with grants, but it takes our taxpayer dollars to maintain, insure, and staff this stuff. I don't get it... "

Why are we expanding the FD? wrote on Jun 7, 2007 1:44 AM:

" Why are we expanding the fire department when other services are being cut? How about trimming some of the fat on the fire department? I know we have fire trucks just in case someone has a fire, but really, some of the other stuff they do - and now EMS transport piled on top? Pretty soon the firefighters will be complaining about how overworked they are and want to increase staffing levels. "

Mayor Johnsrud and Chief Cleveland: wrote on Jun 7, 2007 1:41 AM:

" GET OVER YOURSELVES! Stop stroking your egos and listen to the taxpayers. We cannot afford to start an ambulance service that is provided to us FREE already! Will each of you put your neck on the chopping block when this 'improved service' fails to yield the 'projected results' or will this too be chalked up to just another anomaly? "

DB wrote on Jun 7, 2007 1:36 AM:

" The City of LaCrosse recently had one of the largest property tax increases in the state (10%). How on earth is investing in a fire-based EMS transport system going to help offset the property taxes? IT WON'T! Why is the fire department/mayors office holding the implementation of EMD hostage? They want an ambulance that says LaCrosse FD on the side of it (which won't do ANYTHING to improve EMS in the city limits, but will have repercussions to the rest of the county) Typical of government: If it doesn't work the way you want, throw more money at it! Who's going to accept responsibility for these blunders when they don't work? "
