Probation added to man’s prison time for sexual assault

A La Crosse man already in prison on three felony convictions on Wednesday was given five years of probation after his release for sexually assaulting two teenagers.

La Crosse County Circuit Judge Ramona Gonzalez gave Jesse Reid the maximum probation period after he pleaded guilty to second-degree sexual assault and sexual assault of a child under the age of 16, both as a habitual criminal.
The incident “screams” for incarceration, Gonzalez said, and she would have sentenced him to prison had he not already been there.

A 15- and 16-year-old girl said Reid, 21, sexually assaulted them separately in a bathroom at his

La Crosse home Oct. 27, 2006, according to the criminal complaint.

“I would hope the defendant at some point will understand how terrifying this can be to women. These girls have described how this really affected them,” said La Crosse County Assistant District Attorney Julie Nelson. “No person has the right to sexually assault someone else, to have sex with someone who does not want to have sex.”

She requested five years incarceration and five years extended supervision, to be served concurrent to his prison term.

Reid believed the contact was consensual, said his attorney Tom Locante, who asked for probation.

“In the fantasy world in which you live in, Mr. Reid, this was consensual,” Gonzalez said. “You have got to stop living in that fantasy.”

Reid is expected to be released from prison in about two years for his previous escape and battery convictions. He then will begin two years on extended supervision, followed by five years on probation.

Gonzalez said she looked at the prospect of rehabilitation because of Reid’s age.

She stressed, however, a significant prison term can be imposed if Reid violates conditions of that probation.

“But I promise you that if you don’t take that opportunity, I will remove you for the community for every single day available,” she said.

You obviously have no knowledge of sentencing guidelines in the state of Wisconsin, according to Wisconsin law the maximum prison sentence Judge Gonzalez could have imposed on Mr. Reid would have been fifty two years in state prison followed by forty years on parole, all of which could have begun after he finished serving his sentence on the earlier conviction. This would have meant he would be released from prison in 2061 instead of in nineteen months. "

The judges in La Crosse County need to get together and set a standard. This guy sexually assaulted 2 girls and gets 5 years probation. Joseph Kozlowski et al. sexually assault one 17 yr. old girl and gets 17 in prison and 10 years extended. This guy got off way too easy! "
