Approve full funding for UW-L Growth and Access

The University of Wisconsin-La Crosse came up with a creative idea to generate more revenue, hire more faculty members and enroll more students — all without additional taxpayer funding.

But the Democratic-controlled state Senate reduced the plan to a shadow of its original self. The plan faces even tougher sledding in the Assembly, but we urge legislators to carefully consider the arguments — and to restore the plan to its original form.
UW-L has faced cuts in state funding during the past several years, as has the UW System as a whole. But UW-L has very high standards and does a great job retaining freshman students into their sophomore year. Many more students want to attend UW-L than are able to because of the limitations.

University officials developed a plan to allow this campus to increase tuition over three years — and to use the money to hire additional faculty members and enroll an additional 1,000 students.

In addition, the university would increase financial aid available for low-income and minority students.

The proposal has been derisively referred to as a “diversity tax.” But that misses the point of what officials were trying to achieve. Diversity certainly was a part of the plan — UW-L’s enrollment, after all, should reflect the population of Wisconsin.

But diversity was by no means the whole point. What UW-L officials had sought to do was to make up for a decline in state taxpayer funding with tuition increases — and then use the money to serve more students.

The original Growth and Access plan would have raised an estimated $15 million over six years and allowed for hiring 105 new faculty and staff members.

At present, UW-L has a higher proportion of students to faculty members than other campuses, according to Chancellor Joe Gow. Even without growth and access, hiring more faculty and staff would improve education at UW-L.

But Growth and Access would improve education and allow access for more students who want to get in but are not able to because of limitations of educational resources.

Members of the state Senate cut the plan to allow for only $901,400 during the next two-year budget period, rather than the $4.3 million the plan would have raised during the same period.

Rep. Jennifer Shilling, D-La Crosse, who supports the plan, said, “My concern with what happened in the Senate is that UW-L is now relying on taxpayers to fund growth and access, and there’s no guarantee in future budgets that the support will be there.”

She’s right. UW-L has academic standards second only to the Madison flagship campus. It deserves more resources, and students who want to get in deserve a better chance to do so.

Assembly members should restore the cuts made by the Senate and allow this innovative program to become a reality.

With no ramifications or obtuse changes attached and dragging like toilet paper from the restroom on your new Florsheims. Wake up, you are peering down a tunnel. " I don't see that Ms Crain was ever in the REAL work force, just another Gov employee with a life time job. Talk about the fox guarding The henhouse! The fact that another gov job might pay more is meaningless. If the private sector is better they can work 365 with no job security and retire at 65 with private FUNDED pension. I haven't heard of anyone being trampled as the faculty runs to those jobs! "

" New Idea, it is sad what you have said. It varies greatly from major to major how much time the faculty put in, but most of them put in well over 40 hours a week. Numerous professors are in it because they like teaching. Currently we compete with suburbia high schools in Illinois on the pay scale for English profs, and this came directly out of Judith Crain's mouth, a BOR. Open your eyes. I don't agree with the extra money they are trying to make some students like me pay, but don't dis the professors man! "

Most teach 10-12 or more hours, conduct research, write grant proposals, serve on governance committees, advise students, grade papers and exams (not all have TAs), and on and on. They put in some long weeks. "

" I worry most about where all these new students would live. If they are from out of state or out of town then they will need housing, and where do you put 1000 or more new students without building new housing or funneling them into the residential neighborhoods. " Just for your info, I was a grad teaching assistant and we corrected the papers not the faculity I was involved with after their first year all lectures are done already. I remember one full professor who was able to run a full time business on the side leaving to teach his 3 or 4 classes a week. You mention reasearch, what a laugh, maybe 10% might do research, please tell me what stunning discoveries have come out of the english dept lately? 24% comes from the state, what about the unfunded retirement and health benefits? If the private sector is so lucrative, why aren't they in it? "

" How about we strive for a quality education based on hard work and desire to succeed. Leave the social part of school to chance and not force the taxpayers and students to pay for someone else's desire to mesh society. That will happen without the added cost. "

I bet if you asked one of the professors at UWL if you could take over his or her teaching, research and committee work for a week, you'd find out there's more than 40 hours worked. You know, walk a mile in someone else's shoes? Your comment is as uneducated as the one on the Northwest article that said pilots should have to fly 40 hours a week. BTW, only about 24% of the UW budget comes from the state...so you're not paying all of their salaries. "

" wow what a back pedalling job. nary a mention of the minority issue only to dismiss it as not the only thing on the minds of the authors of the higher tuition request. Maybe if you would have brought this out like you have here at first people would not have been against it. every area in the state does not have to be reflective of the diversity. quit trying to force it on the students, faculty and community.
