Tri-State asking to change mediation plans

The Tri-State Ambulance board wants to scrap upcoming sessions with a mediator that were intended to spur talks between city and ambulance officials about possible changes to the county’s emergency medical services system.

Tri-State Board President Jim Klock said in a letter to county leaders Thursday the board wants to replace Tuesday’s “pre-mediation mediation” with an open discussion among all the parties.
La Crosse County organized the Tuesday session with representatives from the city, county, Tri-State and the city’s two hospitals to help guide early discussions on the La Crosse

Fire Department possibly providing ambulance service in the city.

La Crosse Mayor Mark Johnsrud in May requested mediation sessions to discuss potential changes in the EMS system, which could include a city ambulance service.

Tri-State claims a city ambulance would hurt the quality of emergency medical services provided to the rest of La Crosse County.

Klock wrote in his letter to County Board Chairman Steve Doyle and County Administr-ator Steve O’Malley that “discussing possible enhancements would yield a much better outcome than independently briefing a (mediator).”

All discussions should be held in the open, Klock added, “to facilitate transparency and allow those impacted to have input into the recommendations.”

Johnsrud said Friday he still considers mediation with someone knowledgeable about EMS to be the best route. Holding private mediation sessions, he added, would not hamper receiving public input.

“This is only the first step to enhancing the system. With any determination we can enhance the system, legislation would go before the city council so public hearings would be held and there would be time for a lot of public input,” Johnsrud said.

O’Malley and Doyle were unavailable for comment Friday afternoon.

" Why the closed “secret” meetings? Simple. Whatever plan Johnsrud, Cleveland, and the rest of the “politicians” have in mind, it can’t stand up to public scrutiny. So, the “closed meetings” will allow them to sneak their sleazy plan in through the “back door,” while the public can’t be there. Then, they will pretend to be really concerned – even sympathetic – about the public outcry. Then, they will simply vote to approve their sleazy plan. That’s it (shhh, don’t tell anyone). If they get away with this scenario, it will harm the quality of care; harm the quality and quantity of delivery of service to everyone in a 2,200 square mile area; AND (one way or another) needlessly cost every taxpayer more money! " I, for one, believe that our almighty Mayor and Fire Chief ought to be slapped upside the head for evening thinking about starting their own ambulance service. Tri-State ambulance provides an amazing service and it does not up my tax rate one cent! This same type of crap was brought up in 2002 but, thankfully, Mayor Medinger had enough common sense to put the idea to rest. Gundersen Lutheran pays the highest taxes and is the highest employeer in the tri-state area. They do enough for La Crosse. Leave them alone and let the good folks at Tri-State continue to do the wonderful job they do! "

" Given the longstanding excellence of care Tri-State has provided and continues to provide (both qualitatively and quantitatively) at no cost to the taxpayers; there isn’t anything about government getting into this that a rational person (let alone taxpayers) could find beneficial. There is every cogent reason in the world to continue with what is being handled so well by Tri-State Ambulance; and virtually no valid reason why government should be allowed to get into this, and that’s before we look at the potential harm and expense government involvement would bring. To say Tri-State must feel like a person in the water being circled by sharks is a pretty fair analogy. It's time to put and end to this so-called "quest for enhancement" by the Mayor and Fire Chief. "

" It doesn't sound to me that TriState is wanting to exclude other services from a competetive market. Other services surely could come and submit a proposal and hope for a contract with the city/county. If the city wants to start their own ambulance, why can't they go through the same steps? Submit a proposal to the city along with other ambulance services, and contract it out. Should the FD proposal win, have them sign a contract with the city. Hold them accountable. We've been holding TriState accountable for over 25 years and they are still around. Must not be doing too bad. Their contract isn't with the city - it's with the PEOPLE of LaCrosse. "

" Number 15 TIF is soon coming. They are to give a $200k grant to a very profitable business that has been in town for several genrations, and the present owner is a multimillionaire many times over. Do not worry there is already one Candidate in the race. " Why would the City not want to have the public involved. Do they have something to hide. Look at the Fire Chief's last ambulance service. Marshfield Fire started the same way. They then pushed a private service out of business and charged a very high charge to outlying communities to provide ambulance service. Everyone in the outlying communities were then paying for the cities ambulance. Taxes went up. By state statute, if a city provides a service outside its boarders they cannot take a loss. So any needed additional ambulances or staff would need to be paid for by increasing taxes of all communities they serve. The fire chief's past employer did it once, what is to say it won't be done again. Maybe the City hired him to find an excuse to raise taxes. "

" What happened to all of the comments? Johnsrud, the "shark," must have put the chomp on them. See, this is what happens when you don't keep an eye on the shark. Tri-Sate ambulance is at risk; the quality of care is at risk; the quality and quantity of delivery of service county-wide and beyond is at risk; and La Crosse taxpayers are at risk. And, open and transparent disscusion of all effected people is at risk. There's something to chew on. "
