Restore some human service cuts in reconciling the budget

When an eight-member conference committee of Wisconsin legislators meets this week to resolve budget differences, they will have their work cut out for them.

The committee includes Assembly and Senate members from both parties, including Assembly Speaker Mike Huebsch, R-West Salem.
Members of the GOP-controlled Assembly essentially threw out the budget recommended by Democratic Gov. Jim Doyle and amended by the Joint Finance Committee and the Democrat-controlled Senate, and started over.

In an interview with the Tribune editorial board, Huebsch described the process this way: Democrats looked at service priorities they wanted to achieve and raised the money to do so; Republicans set a level of spending and taxes they thought Wisconsin residents could afford, and arranged their budget priorities accordingly.

While Huebsch maintains that Republicans actually increased spending for K-12 education and the University of Wisconsin System, the spending levels are lower than the budgets passed in Joint Finance and the Senate.

Michael Morgan, secretary of the Department of Administration, said K-12 spending limits in the Assembly budget are lower than they were in the previous biennium.

Local government leaders might be pinched financially, too, with shared revenue reductions causing municipalities to have to cut back. For counties, the level of spending allowed by Republicans for Youth Aid payments, money used to pay for placements for delinquent and at-risk children and teens, could cause budget problems for county government.

There also are human service concerns. Sen. Russ Decker, D-Wausau, complained that Republicans eliminated a $250,000 program designed to reduce infant mortality rates in southeast Wisconsin. Yet in the same budget, Decker said, Republicans proposed eliminating the sales tax on gold bullion, a reduction in $250,000 from the budget.

Which should have a higher priority? Decker asked. Tax cuts for gold dealers or reductions in infant mortality rates.

That’s how the issues are being framed, with Democrats looking primarily at services offered and Republicans focusing on the level of taxation.

Conference committee members will have to sort through the partisan rhetoric and balance the needs of human services and education spending against the ability of taxpayers to pay.

Let’s hope they are able to restore some of the cuts made to education and health care.

" You need to go back to the contribution for retirment for City, County, and State Workers to an employee/employer split as originally set up and intended. Even with this cut these employees will have much more contributed than almost all of the private sector Workers in WI. The amount of money that this one change will save is staggering. Then stop post early retirement health care coverage for these same workers. If you want to retire at 55, be prepared like the rest of us out here! "

" Get with the times: Food stamps went away years ago. There was a study that determined there was too much suffering due to having to present food coupons to cashiers. They now have state issued credit cards not easily recognized as freebie's. When shopping with my children about 15 years ago we followed a family with 3 carts filled with meat and seafood through the check out and they paid with food coupons. After I paid cash for our minute rice, tuna and hamburger helper my children asked, What kind of money was that those other people used? I explained what food stamps were and they asked why I didn't quit my job so we could get all the things they could buy? I told them I would not do that, I loved them too much to set a bad example for them! "

" There is no welfare check. The state does not give out cash to people on assistance. They get medical assistance, food share, and child care assistance. The only time they issue a check is if you just had a child and are on maternity leave, and that is only until the child is twelve weeks old. "

" Setting limits and arranging priorities is responsible government. Education in Wisc is very well funded compared to other states. While education & social programs are important; Wisc is one of the top ten taxed states. Public schools spend 3 times the amount per student that parochial schools spend to educate a student. Government needs to have limits on spending. "

You've complained about the cuts to the university system and other crazy cuts but when you do use Huebschacrook's name in an editorial you play softball. Why is that? The important question is this: will the Trib endorse Huebsch next year like they have every year since he first ran? Probably. There's no reason to fear him...don't be afraid to call him out once in a while. "

It just shows me that their rhetoric is not even close to their so-called principles. This also proves me right on the issue with republicans that they favor profits over people at any cost.
