Allow UW the resources to enact its growth agenda

How can we build the Wisconsin economy?

Mark Bradley, president of the University of Wisconsin Board of Regents offers two suggestions: Increase the number of Wisconsin residents with bachelor’s degrees and allow UW campuses to develop plans that are suited to their particular region.
Bradley spoke at a Greater La Crosse Area Chamber of Commerce breakfast and also met with the Tribune’s editorial board.

The University System’s proposed budget was approved by the Joint Finance Commit-tee and state Senate, but the Republican-dominated Assembly cut the budget request.

Even though the Assembly budget allows for about 3 percent more from last year’s budget, once salary increases and other inflationary factors are considered, UW officials will face another year of budget cuts — which will filter down to all campuses, including La Crosse.

It’s been pretty clear that actions taken first by Gov.

Jim Doyle in his first budget and later by legislative Repub-licans, will take away needed resources and ultimately restrict access to the univer-sity.

And the goal of increasing the number of Wisconsin residents with bachelor’s degrees will be that much more difficult.

That’s a real setback. Ten years ago, Bradley said, Minnesota and Wisconsin were about equal in the number of citizens with bachelor’s degrees and in per-capita income. But since then, Minnesota has increased in both categories, while Wisconsin has declined in both.

That’s not a recipe for economic growth.

In addition to gradually reducing state taxpayer support to the UW System, legislators also seek to limit how much tuition can be increased to make up for the loss of state support.

None of this will help the UW System achieve its goals, which include increasing access to more Wisconsin residents — including low-income and minority residents — and ultimately producing more college graduates for the state’s economy.

And it won’t help the individual campuses develop specific regional plans to help the economy grow.

That’s why the steady bleeding of Wisconsin’s public universities needs to come to an end.

The problem is that at times, one side or the other sends someone who isn't as fully versed in the subject as they should be. Look at the University of Colorado pre- and post-TABOR. UC was considered a very good school, now it is fighting for its life all in the name of tax relief. It goes like this: When we produce educated young graduates, new businesses (which are increasingly mobile) will locate their businesses where the educated workforce already exists. " To "The real world": Spending is always the problem. The Democrats "tax" first to pay for it while Republicans "borrow" to pay for theirs. Until we grasp this concept and push them both to stop their pork spending and truly balance the budget without strapping our kids with this recklessness, we will continue to leave our children and ourselves with a government that is worst off in its ability to serve ALL of us than how we found it. "

It is because in the real world we can not compete with states that control their spending. We will fail as a state unless we control taxes and spending, all of the business people are leaving or not coming here because of the difficult economic conditions. Moderation is the answer. "

This allows the GOP contributors within the business community the means to pay as little as possible to good Wisconsin residents. It is no wonder no one can afford health insurance or tax increases to pay for what is really needed to get done.
