Doyle: Send budget now

.
TOWN OF CAMPBELL, Wis. — With Wisconsin students set to start classes Tuesday, Gov. Jim Doyle implored state legislators to pull all-nighters if necessary to finish what he called a late assignment: passing a state budget.

“It’s time to really intensify our effort,” he said. “This shouldn’t be two or three days a week.”
Doyle delivered the remarks at a press conference Tuesday at Summit Elementary School, flanked by superintendents from La Crosse, Holmen, Onalaska and West Salem. He said Wisconsin is the only state in the country without a passed budget and the consequences for schools could be dire if it drags on through the fall.

“Districts will be faced with the choice of shifting the burden to property taxpayers or cutting programs,” he said.

State law requires the Department of Public Instruction to announce the amount of state aid districts will receive by Oct. 15. A state budget must be in place at least a few weeks in advance to allow time for number-crunching.

If the budget isn’t ready in time, state aid will default to 2006-07 numbers, meaning about $80 million less in state K-12 aid than the governor proposed in his 2007-09 budget.

La Crosse Superintendent Jerry Kember said the amended numbers would force the district to cut $463,000 in the first year and $963,000 in the second year. The savings mostly would come through staff layoffs, he said.

“That would mean fewer programs and opportunities for students,” he said. Specifically, he said it likely would mean bigger class sizes and the potential elimination of SAGE, a state program that guarantees 15 or fewer students in all kindergarten through third-grade classes.

Onalaska Superintendent John Burnett said the budget stalemate could have “devastating” effects on schools in the region. He’s already strained by trying to put together a budget for this school year without knowing what the state will provide, he said.

“We need to know how much money is going to be there when students arrive next Tuesday,” he said.

Doyle and WEAC human shields wrote on Aug 31, 2007 10:16 AM:

" Anybody notice that earlier this week when Doyle was touring with his WEAC human shields politicing his way and blaming everyone else for his failures....Pawlenty was checking out the flood recovery efforts for himself and finding that already FEMA had handed out over $1 million in emergency aide to his citizens. Hey Doyle...notice any flood damage along your party tour? Wanna stop and help out? Care enough to see for yourself what is and is not being done? We have people without homes, water, and electricity. Maybe you could grandstand next week...if thats okay with WEAC. "

CHECK THE STATUTES MORONS....Talk about trying to scare the people . I say NO NEW BUDGET AT ALL JUST USE LAST YEARS AND SHUT UP AND LIVE WITH IT. To bad for the TEACHERS and there HUGE RETIREMENT PLANS, I COULD CARE LESS FOR THEM "

33% is ENOUGH wrote on Aug 29, 2007 3:16 PM:

" Government already gets 33% of want we earn! That is right, a full one third of what we earn goes to government. Unlike Doyle and the Democratic Senate (who feel thay are ENTITLED to more), Huebsch is at least trying to stay at the 33%. My question again, that I have asked on tribune blogs many times, and NEVER gotten an answer to (from the left) is: How much of what we earn is government ENTITLED to? "

" An example. Our illustrious superintendent of schools receives $10k for a retirement annuity. On top of his already bloated exhorbanant retirement contribution. A contribution that in a normal tenure will allow this position to retire at what they made while working, well over $6 figures. Then add the $10k annuity yearly contribution 'ON TOP' of that! You don't read that in the Tribune! We just had a mrried couple both retire. I would like to place a bet whose post retirement health benfits they are on. One was a local principal, the other a Circuit Court Judge. Figure it out! "

Our schools and principals used at our expense! wrote on Aug 29, 2007 2:20 PM:

" Pitch for budgets or another waste of our money? Who is paying exorbitent salaries to our principals and absorbing overhead costs while Doyle and his comrades posture once again in OUR SCHOOLS!Was this a legitimate use of our expensive staff, and if so ,wouldnt one principal suffice?Personally, I am sick of beaurocrats using OUR schools for purely political purposes!WE NEED SEPARATION OF SCHOOL AND STATE! "

Steve Gores to "Shut Up"- No chance of that when tax and spend issues come up! wrote on Aug 29, 2007 1:24 PM:

" Very clever and enlightening blog comment you gave- the anonymity is a nice touch too. I'd maybe follow your advice but I just don't think it's in me to "shut up" about gov't taxes and spending issues. That's why we formed our county taxpayer watchdog group- Citizens for Responsible Gov't- to highlight, educate, and comment on budget issues at all levels of government. By the way, the answer to Ist Amendment protected free speech you don't like is not to tell the other guy to "shut up"- it's to make intelligent comments of your own that refute them. I take it you disagree with my analysis of Gov. Doyle's billionth field trip to La Crosse and his proposed budget. Can you explain why besides the fact you dislike conservative messengers and want them to shut up? "

" Who do you think that the largest confirmable voting bloc for Doyle and his compadres is. Statistics will also tell you that they are teachers. Teachers that overwhelmingly vote Democrat, and surprisingly Doyle? Or maybe you should all call me in the private sector who are receiving better health coverage than the DOCs at Gund/Luth, WRS retirement that will allow you to retire at what you made while working at 55, post retirement health coverage from early retirment to 65, and health coverage for you live in heterosexual pal. Cut the retirement contribution back to the originally intended employer employee split, and there should be plenty of money! They still would have more than the average private worker, much more! "

" You need to know how much 2000 million is, wake up Wisconsin, we are 2000 million in debt and we are very close to adding another 2000 million. That, for those of you who don't have a clue on what the debt is, will equal 4 billion dollars! $4,000,000,000. Hey do you still want Doyle to keep on funding bureaucratic nonsense? "

" HOW MUCH MORE MONEY WOULD THERE BE IN AVAILABLE FOR THE SCHOOLS IS WE DID NOT HAVE SO MANY TIFS? I WONDER BECAUSE THE AMOUNT GOING TO THE TAX BASE HAS REMAINED THE SAME IN THE TIF AREAS, WHILE A GREATER AMOUNT COMES FROM NON-TIFFED AREAS. WOULD WE BE AS FAR IN THE HOLE IF WE SIS NOT HAVE ALL THESE MONEY MAKING TIFS? "

TO: Dean wrote on Aug 29, 2007 9:13 AM:

" The schools need to have their funds cut. Schools employees (all) are overpaid in too many cases. Their benefits are negotiated by using comparables. Comparables that do not include the private sector counterparts around them. So they play 'gaming the system', and the unions with the help of Liberal politicians pretend these same school employees are not receiving benefits that to many of their neighbors will never see in their working lives. As they shake the 'collective bargaining' stick at us heard by liberals at the bargaining table who are encompassed in many of the same bloated benefits themselves? The system is sick, unfair to most, and bloated, as they hold up the current front runners as a comparable. "

Milwaukee County is crumbling as we speak with a $billion dollar employee health program funding shortage, Dane County (Madison)having twice the per capita income as that of Lacrosse and Milwaukee County. It seems to me the only ones who are prospering under this regime are the bureaucrats and government employees. Wow, which happens to be his voting base? Amazing!!!! Feeling your 'economic stimulus' yet? "

Go conservatives. Signed-Man with no hand extended. "

" Doyle's last budget included all kinds of increases for schools. I'm all for continuing with the budget we had, then there are "no cuts." Hold the line Mr. Huebsch. You get my state, local, and SCHOOL taxes down, and I'll get you re-elected. "

The real world wrote on Aug 29, 2007 7:46 AM:

" Doyle is responsible for the problem. He has proposed close to 2000million in new spending on programs we can not afford. He wants Wisconsin to be a social utopia, but as all intelligent historians knows socialism fails every time it is tried. He is making it look like the problem is that schools are not being funded properly, the current offering in the budget is to give education far more than ever in the past. "

Steve Gores: Citizens For Responsible Gov't- La Crosse County. wrote on Aug 28, 2007 11:50 PM:

" I would hope the Mike Huebsch and other GOP members on the state budget conference committee maintain their position that the governor's budget contains way too many tax increases and needs to be trimmed back. I don't particularly care how long it takes them-do right by the taxpayers please! Doyle and the Democrats need to compromise as well and stop using emotonal blackmail with photo ops at schools suggesting GOP members of the budget committee are out to "hurt kids." Thanks Mike Huebsch for hanging tough! "
