UW-L stadium moves closer to approval; Price tag rises to $15.6 million

MADISON — Passage of the 2007-09 state budget remains the last hurdle for the University of Wisconsin-La Crosse’s proposed new stadium and athletic complex after the State Building Commission approved the $15.6 million project Wednesday.

The commission formally increased the project’s budget by $1 million, including $600,000 in tax dollar-financed borrowing, but not before questions were raised about state funding.
“This project was approved (earlier this year) without state support. Now the budget is being increased with state support … why not go to the students for the extra funds?” said state Rep. Dean Kaufert, R-Neenah.

Kaufert’s daughter attends UW-Green Bay, where students will pay $400 each in coming years for the Phoenix Sports Center. UW-La Crosse students will pay only $24 in the next four years for the new Roger Harring Stadium at Veterans Memorial Field, Kaufert said.

“Once these projects get rolling, they’re hard to stop … We don’t want to be a rubber stamp,” he said.

David Miller, the UW System’s liaison to the commission, said the La Crosse community has raised more than half of the stadium’s cost through donations, and it’s important contributors see the state also plays a financial role.

State Rep. Jennifer Shilling, D-La Crosse explained the additional $600,000 requested Wednesday is to replace the stadium’s track, which is at the end of its useful life. The track work is needed whether a new stadium is built or not, so the cost was added to the project.

Miller accepted blame for not notifying the commission in spring of the intention to cover track reconstruction with taxpayer-supported borrowing, saying there were a lot of projects and details to discuss when the athletic complex was considered for inclusion in the next budget.

UW-La Crosse students will contribute $2.5 million toward the project, with $750,000 coming from reserve funds and the rest funded by a $3 per semester increase in student fees.

Construction bids on other recent state projects have come in below budget; any savings in stadium construction costs would be credited against the state-contributed $600,000, said Terry McGuire, a commission member.

Bid documents will be drafted while the Legislature continues the budget approval process. Demolition of the grandstand must begin in June 2008, after the state high school track championship, for the stadium to be substantially complete by spring 2009.

UW-La Crosse Chancellor Joe Gow was pleased with the commission’s unanimous vote Wednesday.

“Now the Building Commission has done its part, we need to raise the necessary money and make sure our design is everything it needs to be,” Gow said.

Shilling?, she should be busy still clearing up the post retirement health coverage covert funding mess that she is going to receive. Or maybe better we should be loking for money for the 17 WI Tech campsues that are terribly unfunded for employee benefits. Remember? Milwaukee campus alone, for one benefits, $228 million? Keep spending it, yeah, it will go away. "

" it's not the taxpayers' job to fund a stadium for the booming University of Wisconsin business...that reminds me, if I build a University (and collect state funding to boot) can I decide to build myself a home and have all the taxpayers fund THAT? That's like Bill Gates asking taxpayers to fund the installation of an outdoor olympic pool for all his friends to come over and party..which by the way would also bring business to the communtiy... " TO: Terminus- Possibly you could explain why UWL should have paid to pay/benefit and supply a virtual 'Czar of Festivities' for the Lacrosse area for too many years now. " To Thorn: Many consider UW-L just a notch below Madison on the educational scale. The admissions to UW-L have become remarkably competitive in the last few years. It is much easier to get into Stout or Eau Claire than UW-L. This stadium can only help foster a top-level academic atmosphere. "

" UW-LaCrosse is the 2nd best college in Wisconsin right behind UW. Take this jewel that you have worked hard to create and promote it to help the city. Build the stadium not matter the cost, the returns will be ten fold. Jobs, money spent at local restaurants, parking fees ect all are money makers for the city. "

" Walk down and take a look at the old stadium. It doesn't have much life left. The concrete is crumbling off. There are rats in the storage areas and it leaks underneath. The restrooms are old and horrific. Track surfacing only lasts so many years, and would be replaced whether the stadium is redone or not. The facility gets a huge amount of use. HS teams use it for games. HS and MS teams practice on the track. Special Olympics practices there. Many, many other groups use it, and it's open for use by the public in off hours. Do a little research before you decide it's underused. The renovation will allow for soccer inside the stadium, and the ability to host many sorts of other events. "
