When the taxes and regulation become so high in one state that the business moves to another state, I would say there isn't a lot of hope of anything trickling down. Of course the trickle up theory makes a lot more sense. Tax money from those who have it and give it to those that don't or are politically connected and then see how many businesses they create. I haven't heard of a lot of welfare recipients starting businesses and creating jobs but I could be wrong.

That leaves under $3 billion for arguing sake which using Bill's population figures is $560 per person. GOP road blocks have cause this fiscal nightmare. Partial budgets don't address the real problem: no statesmanship or compromise. Doyle is still going to have his way with his line item vetoes. "
