UW-L stadium costs creep up to $17.1 million

.
The price tag for a new stadium and athletic complex at the University of Wisconsin-La Crosse has climbed to $17.1 million, Chancellor Joe Gow said Thursday.

The project design firm updated estimates for the pro-ject early Thursday that exceed the $15.6 million previously announced, Gow said. He broke the news to the campus community by e-mail Thursday evening.
The State Building Commission on Wednesday approved the project at $15.6 million, which means the university will be held to that amount, Gow said.

They’ll have to find some way to address the shortfall, Gow said.

That could mean approaching the project in phases, Gow said — completing work up to the $15.6 million mark, then adding on as funds are raised.

UW-L’s planning committee is expected to sit down with architects today to begin identifying priorities, he said.

“There’s no escaping the fact that you can only build what you can pay for. It may be that we have to scale back the complete vision,” Gow said. “I’d rather be upfront and honest than have people thinking we can get this done and be disappointed later.”

The $17.1 million estimate is based on design plans that are 35 percent complete, whereas the $15.6 million estimate was made when plans were 10 percent complete, Gow said.

Even more focused estimates will be available in October, Gow said.

Fundraising efforts so far have raised about $10 million “and that’s wonderful,” Gow said, but they’d rather not borrow to fill the gap.

Building the project on credit could add about $3 million in interest payments to the cost, he said.

" No, No, No.... The idea of using oil revenue was suggested as a possible option. An option. However, it was pointed out then that this option would need to be approved by Iraq - you know it is still their oil. There were many options discussed to help pay for the war but of course the oil idea was the only one to catch a sound bite. The money from oil has and is today going to the coffers of the Iraqi government - not to the USA. "

" RE; Athenry, Mack is correct. The white house, thru wolfowitz and chenney said the cost to the US would be O. We would be welcomed as liberators, and that oil sales would cover our expense. "

" Athenry, The original White House plan to pay for the war was to use increased oil revenues from Iraq to cover the costs. "

" Dean, the cut and paste artist, no one in our government today or back then EVER said the war would only cost $45 million. No one in our government EVER said it would be financed by oil revenues. How do you people think this stuff up? "

" The project design firm should be fired. Prices based on 10% complete design, then 15% complete design? This is not engineering! It's guessing!!! Where are your Risk Analysis profiles, Work Breakdown structures, Quality process models, Six Sigma practices, root cause analysis, FTE estimates, accounting practices (burdened, absorbed, flow, etc!?)?, SIPOC approach, etc....CAN YOU SAY BIG DIG!!!!? " When the university or the city of LaCrosse take bids on projects,Why can't they put a claus in the contract "that this is what it will be as for price wise".It seems the city and the university are not doing there home work.. Well,I think I'll go outside and pick some flowers.. "

" How many of you know that Wisconsin government as a group have a 36 billion dollar debt. We on average as a citizen are paying $6800 each year. This has resulted in one of the worst bond ratings in the US. Shouldn't we pay some bills rather than rebuild a usable stadium. "

" To randomboso...The 15.6 price tag was determined by a private firm not a government agency. The idea that the private sector does everything more efficiently and accurately is such a joke. "

" why should this surprise anyone? it's just government as ussual. they throw a number out there, and people buy into that's what it's going to cost, then say 'whoops, we were low on our estimate'. and some of you really believe what government has quoted on taking over health care? for those of you that do, i have a pair of blue bridges i'll sell you cheap. "

" I am curious what the additions are that raised the price. Is there any information on this? Also, what other costs can be expected as the planning reaches the 50%, 75% and 100% levels? "
