UW president is right about education’s economic impact

.
University of Wisconsin System President Kevin Reilly has been going around the state urging people to contact their legislators.

The message is a sound one: Higher education needs more state support, and it needs an end to budget cuts that are tougher than other agencies have had to bear. It needs these things because higher education can help the economy.
The Assembly version of the state budget, which increased UW spending over current levels, did not cover basic inflation — increased costs for salaries, fuel and other expenses.

As a result, Reilly said, there would be cutbacks and layoffs at individual campuses.

Reilly told the Tribune that he is urging people to “Send the message that the university is really important to them, and that the targeted, specific, reasonable growth agenda reinvestment we’re asking for is what the state needs to have the university do for it.”

That’s the big picture. But there is another way that tight UW budgets hurt Wisconsin, and that is by burdening students with higher tuition and more debt.

As state support for a university education declines, students must make up the difference. Some legislators, after cutting back on university resources, are outraged that the university wants to raise tuition to make up the difference.

Where do they think the money will come from?

A story by The Associated Press, printed in Monday’s Tribune, told of how high tuition and debt are having an adverse impact on students.

One 30-year-old graduate of Michigan State’s law school owes $150,000 in private and government-backed student loans. Her monthly payment is $660 — a quarter of her income.

A decade ago, Wisconsin and Minnesota were similar in the number of bachelor’s degree holders and in per capita income. Now, Minnesota leads in both areas.

A trained work force is critical to a state economy, although it is difficult to sort out the chicken and egg issue of which comes first: an educated work force or the jobs to employ those workers.

We do know this: Without higher education, none of those gains for the economy are possible. And, with a weakened higher education system, those gains become more difficult to achieve.

" My advice to the UW system if you want more funding is stop indoctrinating our youth to be liberal socialists. Every time I see students out protesting or spending time on political campaigns it occurs to me they apparently aren't taking a heavy class load and therefore apparently have more time on their hands to be working to pay for their own college. I support "real" cuts not just decreases in increases until UW system makes some tough choices about what they want to teach. As someone intimately involved with UW-LaCrosse, there is rampant waste in administration. I have also been exposed to a number of classes that I can't figure out how they became mandated coursework under general education. "

" You want to know the ugliest term that was ever used over at campus? The term that has been tweisted , whored, and contorted into something it originally never looked like, or was supposed to turn into.. 'TENURE'!!!!! "

" TO: tr2501968- "A small handful of people"? You apparently are so knowledgeable. Why don't you just for giggles tell us about the trouble, full Tribune section expose, and investigation that was conducted about the last Administration at the UWL Foundation. Then while you are at it tell us all where the head was sent, to disappear, with more than ample salary/benefits, that Judith did not have the guts to handle or really know what to do. 'Small Handful', my butt! You need more, bring it on. Then we can dicscuss a person that was appointed regent/WTCS Board memeber and only a short time was his Firm was given the contract to provide legal services to Western. Bring it on, I've got more, count on it! "

" to North Sider....so you want to cut the head off of a vital resource because of a small handful of people? Really good strategic thinking. This is the same logic as Steve Nass (R-Whitewater). A small handful of people at UW "offends" him so he proposes to gut the institution. Real smart. "

" TO: tr2501968- What part do you truly not get. Of course most want to "invest " in education for our children. Although placing away over $20k easily each year for Kembers retirement, apparently the remaining lowly other employees receiving 11.7% for retirement, post retirement health care packages for a couple with no children between 55-65 worth $150k, present health care for a pittance of what the rest of us are paying, after 30 years be able to retire early at 55 at what or soon more than you made while working, and offering health coverage to heterosexual live-in-pals by virtue of a joint checkbook, and no requirement for joint titled or deeded assets. Come on, there is room here to improve. "

" TO: Irish_frog- Why don't you explain and rationalize Mr. Gows additional $17k per year for 'housing allowance'. As the per capita income in Lacrosse is $32k? I will patiently, oh brimming with intellect person. "

" why is it republicans are willing to throw millions of dollars at corporations in the form of tax breaks in the name of economic development but refuse to invest in public education? Tax breaks to businesses have not been shown to result in growth and development, but investment in education has. Just as in Washington DC republicans in Wisconsin have shown that they do not know how to govern. They claim that if government were run like a business....what do smart businesses do? Invest in their workers. But not Wisconsin republicans. "

" To: PicklesPlease, The Lone Gunman, LAX, North Sider, wiseup. Thank you for providing perfect examples of why Wisconsin needs to put more money into higher education. You are perfect examples of what happens when ignorant people try to form opinions and affect policy, and you demonstrate the problems with having an uneducated electorate. "

" the only reason he wants us to contact legislators is because= think of all the extra revenue the UW system gets from the governement when the government dishes out extra AID money...what a joke! maybe the university needs to lower their prices if they care so much about education. "

The Lone Gunman wrote on Oct 2, 2007 10:11 AM:

" To LAX: ????? What does your ranting have to do with this article? To Kevin Reilly, welcome to the real world. My raise or lack of one did not cover "basic inflation" or increases in fuel and other expeneses. So I work additonal jobs and cut back.......learn from that...that is the real world. Look at the health care your providing to faculty, what can be done there to reduce costs, look at other insurance programs, things like that that the regular work force has to do to get by. "

LAX wrote on Oct 2, 2007 9:10 AM:

" To Ron Violette. We don't hate George Bush the man -- we do hate his stupid, imbecilic and insane policies. What planet do you live on that you would agree with him? No, he's not my president! I'm ashamed that my countrymen would elect this guy -- which they didn't - the Supreme Court did first time around and he stole it the second time! Time will tell... "

" Tribune- A source of absolute non-stop campaign and mantra for limitless spending of UW bureaucrats. Who of us here do not want what is best for our children? Who out here even starting their own lives, presently without children cannot figure this benefit out. What is wrong here is we are barraged by Representatives like 'On TOO Many Boards', and his friends at the Tribune. Kudos to Mike and those on his side who have said simply NO. The problem is that it is not the Tribunes job to carry the Liberals mail, or conduct their campaign for free. For goodness sake stop this. Or at least give equal time with an alternative view. "

wiseup wrote on Oct 2, 2007 12:30 AM:

" BLAH BLAH BLAH. When I hear of all the drunken debauchery that goes on in MADISON, Eau Claire and right here, I wonder why we are enabling our youth with lazy days spent in HIGHER learning institutions. When you hear about the faculty in jail, the failure to control and expand the benefits to non-employees, the anti-government crap they 'teach' to impressional youth, you wonder why we fund any of it. Many get worthless degrees with no value in today's job market. "
