Governor criticizes Republicans, Huebsch for holding up budget

Gov. Jim Doyle criticized Republicans and Assembly Speaker Mike Huebsch Thursday for holding up the state budget.

“It’s nonsense,” Doyle told the Tribune’s Editorial Board. “If Mike says it’s the cigarette tax and the hospital assessment, these are things that can get done. These are not things that should be hanging up a state budget.”

Jim Doyle praised lawmakers at a Capitol news conference today for compromising on a number of issues, including an offer late Thursday by Assembly Republicans to accept the governor's $1.25-a-pack cigarette tax increase.

Doyle has called a special session for Monday for the Legislature to pass a budget that was supposed to be in place by July 1.

Huebsch, R-West Salem, and leaders from the Democrat-controlled state Senate had been negotiating at the governor’s residence until recently.

Among the several major differences between the parties has been Doyle’s proposal to assess Wisconsin hospitals a 0.8 percent fee or tax on their gross revenues. The fee would be used to leverage nearly $600 million in additional federal Medicaid funding, which would be returned to the hospitals and other Medicaid providers in higher reimbursement rates.

Doyle said Franciscan Skemp Healthcare in La Crosse would get a net increase of $3.9 million and Gundersen Lutheran Medical Center would get $4.1 million over the two-year budget.

Hospitals strongly opposed the assessment at first, calling it a “sick tax” and questioning whether they’d really get the money back.

But last week, the Wisconsin Hospital Association said it would drop its opposition as long as protections are in place.

The assessment will mean “substantial and much-needed Medicaid payment improvements for safety net hospitals while reducing the statewide impact from cost-shifting unpaid Medicaid costs,” WHA said.

But Gundersen Lutheran CEO Dr. Jeff Thompson said Thursday their opposition hasn’t changed.

“While I’m a big fan of getting our own tax dollars back to pay for our health care and relieve the burden on our businesses, this system has such a risk of not being sustainable, and not being sustained by all the federal rules,” he said.

Franciscan Skemp spokesman Rick Thiesse said, “We are still reviewing the financial impact these new (WHA) conditions would have on Franciscan Skemp and our patients.”

In an interview Thursday, Huebsch said his caucus still is opposed to the hospital tax, calling it a “Medicaid scam” the federal government will shut down in the future.

Huebsch said he’s also concerned Doyle’s budget will skim off $120 million of the new Medicaid money for non-health spending.

Huebsch said the WHA changed its position because the Doyle administration applied for and, about two weeks ago, received a change in the Medicaid funding formula, based on the hospital tax passing. Now, without the new money, hospitals with large numbers of Medicaid patients in Milwaukee stand to lose millions of dollars, Huebsch said.

He criticized Doyle for not making the formula change contingent on passage of the hospital tax.

Huebsch declined to comment on Doyle’s statement that WHA’s about face took a key issue away from Republicans.

“Mike’s in a tough position now because the hospitals have led him down this road of being the champion and protecting them, and then a week ago they turn around and say now they’re not,” Doyle said.

It doesn’t make sense for Republicans to oppose the assessment on principle “when we’ve got $600 million of federal money,” Doyle said.

“Most other states have figured out that principle is principle, but $600 million is $600 million that really helps us put this budget together,” he said.

Raise the tax on smokers to fund programs and when they quit, who then makes up the difference to fund the programs? The increase will make a pack of cigarettes less affordable for kids, and help cover the cost of low-income medical expenses that cigarettes create. If you don't like taxes, move to the South. The low taxes you want are there...but coincidentally, high crime, high poverty, terrible education, and drug addiction are rampant there. Sound like the utopia you want! Taxes are great! "

They only form a conference committee when the PASSED budgets are different to try to find a budget that can pass both houses. I am 100% correct, The Assembly passed a budget and the ones holding this up are the Doyle and the Democrats. The paper has put their usual liberal slant on this. "
