Huebsch: No $1.25 cigarette tax increase

Assembly Speaker Mike Huebsch defended his opposition Friday to a $1.25 increase in cigarette taxes, a main sticking point holding up passage of a new state budget.

Huebsch, R-West Salem, also criticized Gov. Jim Doyle for not being more involved in budget negotiations.
Doyle, a Democrat, has called a special session of the Legislature for Monday to vote on what he calls a compromise version of the budget, which is now 14 weeks late.

But Huebsch said Doyle’s version doesn’t stand a chance of passage because it contains a $1.25 increase in cigarette taxes and a tax on hospitals.

“Not only will you have Republicans voting together against this, you’re going to have Democrats voting against this as well,” Huebsch told the Tribune’s Editorial Board.

“The difference between us is the hospital tax and 50 cents in cigarettes. That’s really all it is,” Huebsch said. “But it also reflects almost half a billion in tax increase, which reflects the difference between my $600 million offer and his $1.1 billion.”

Doyle has accused Huebsch of negotiating in bad faith because he offered a $1.25 increase, and then backed away from it.

“I’m amazed at Mike’s new principle, because the principle apparently falls somewhere between 75 cents and a dollar and a quarter per pack,” Doyle said Thursday in an interview. “I’d understand the principle if it was no cigarette tax, but we’re fighting over a principle like that when we’ve got really important things going on.”

Huebsch said he “offered to the Democrats and the governor a $1.25 increase on cigarettes, and they told me it was not enough. It was rejected.”

“As soon as I went out with ($1.25), I heard from Republicans and Democrats, ‘Mike, $1.25? I’m not supporting that. That’s more than double what the tax is now.’ I said I’ve lost votes,” he said.

Huebsch said $1.25 won’t fly because there’s a “true tax revolt that’s going on in this state, especially in the southeast part of the state. It’s a palpable anger, and even on the cigarettes they’re not happy with me. Most of it is directed at Republicans right now because they’re sure we’re going to cave.”

“Once I backed off in his mind from $1.25 on cigarettes, he (Doyle) said, ‘That’s it. Huebsch doesn’t want a budget. I’m going to go tear him a new one.’”

Huebsch said Doyle wanted $1.25 in cigarette taxes and to use $100 million from the Patient Compensation Fund to plug holes in his budget.

Huebsch said he suggested using another $75 million from the Patient Compensation Fund in order to lower the cigarette tax increase to 75 cents.

“The governor has been trying to steal money from that fund for a long time. I believe the doctors will sue us as soon as we do it. I’ve actually encouraged them in past years to do it. But it’s a situation where the governor is unwilling to give up on the Patient Compensation Fund,” Huebsch said.

Doyle called Huebsch and Democratic leaders from the state Senate to the governor’s residence for negotiations starting Sept. 24.

Huebsch said Doyle sat in on the first 10 to 15 minutes of the actual negotiations and then excused himself to do “governor things.”

Huebsch said he never saw Doyle the rest of that Monday, Tuesday or Wednesday. And he didn’t see Doyle again until late Thursday. He said he later found out Doyle was flying around the state to talk to newspaper editorial boards about the budget on Tuesday.

Everyone has right to smoke, but voters have a right to not have an elected official that recieves bribes from big tobacco companies. Huebsch takes money from big tobacco and distributors, and this is the only reason why he doesn't want the tax increase. The worst thing that could happen with a tax increase is that people who smoke 2 packs a day will be fiscally forced to smoke 1 or less. This would lead to saving billions in taxes down the road from the medical expenses of treating habitual smokers. Huebsch is a fraud and doesn't represent the interests of the Coulee Region. "

" You are off base and changing the subject of this discussion to benefit Huebsch. Huebsch supports smoking, and supports big tobacco because they give him money. Signifigantly taxing cigarettes will PROTECT our children because they won't be able to afford smokes, and it would help offset the expenses smoking incurs on our state's healthcare system.
