UW-L fears plan will be left behind

The governor’s attempt at a state budget compromise reverses his support for a University of Wisconsin-La Crosse funding initiative, Chancellor Joe Gow said Friday.

Gov. Jim Doyle said he favors
UW-L’s Growth and Access Agenda but is willing to let it go if it will end the budget stalemate.

If the Legislature accepts a state budget without the plan, the university could face $153,600 in budget cuts over the next two years, Gow said.

“We were not planning for this,” Gow said. “It certainly underscores that there are political pressures and concerns at work here.”

The growth proposal would increase UW-L enrollment by about 1,000 students over 10 years. Tuition for resident students would rise by $1,320 during a three-year period; non-resident students would continue to pay at least twice as much as in-state students.

The plan eventually would generate about $15 million, which would be used to hire 130 more staff members and provide about $4 million in financial aid.

It had gained the backing of students and the UW System Board of Regents, plus Doyle until now.

“(The initiative) does what the campus wants, and it does what the community wants,” Doyle said. “But this is how important it is to me and to the state to get a budget done.”

Doyle’s modified budget adopts the Senate version of higher education funding, which would provide UW-L with $900,000 for the Growth and Access plan but also leaves the university with $1 million less in funding as part of the overall cuts to the UW system.

“I simply cannot get a tuition increase to fund UW-La Crosse’s initiative through my caucus,” said Assembly Speaker Mike Huebsch,

R-West Salem, “and I certainly can’t get it through the Senate.”

If the Legislature doesn’t pass

UW-L’s tuition plan, the university might be able to go ahead with just the regents’ approval, Gow said.

But that approach hasn’t been tested yet, he said.

" TO: ryeguy- Please do not forget that apportion of this expansion was to take the burden of on campus student housing and look toward the private sector to fill the shortage. As some have undoubtedly been spoon fed information long ago, and purchased property. As other have approached our Planning Department with projects with 69 bedrooms and 29 parking spaces. Only to be rightfully turned down and later allowed to return and pass with imaginative TND 'SPOT' rezoning and a shameless lapse in good judgement/planning termed 'Satellite' parking. This is not 'good planning, it is turning you head away from future ramifications and costs. "

" I hope it fails. It is ill conceived and would be the death knell for neighborhoods throughout the UWL area of the city. New neighborhoods would become the new student slum housing as people try to flee the parties, and their homes are bought up for rentals. Then comes inevitable decay from absentee landlords maximizing profits in the short term. There is no plan to deal with the added rental units in or near single family zoned areas, the increased traffic, parking for another 800 cars each day near campus, or the added law enforcement for another 1,000 students in town. And Viterbo also wants to increase enrollment by 500 students. Where will THEY live? Next door to somebody, that is for sure. "

" Please do not forget that the new West/Main student housing parking fix was to come up with 'Satellite Parking'. To get the numbers for the present mandated requirements they allowed them to utilize property down the street and not adjacent. This is almost assuredly a road to planning hell. " This is nothing for us here locally. If!, they build the new stadium stand back and watch the money needed to correct the parking problems. At the parking hearing they knew where they might place cars to alleviate the congestion. The problem is there was no conversation of funding any of those changes. Then we can find a job that our present 'Czar of Lacrosse Festivities' could partake in, just like a full time job. The expansion? Now that's another issue that these people like to ignore most of the ramifications and changes in debate. The more you know, the concept starts to sink. "
