Doyle and Huebsch should hammer out a budget deal

After spending three hours discussing state budget prospects with Democratic Gov. Jim Doyle and Republican Assembly Speaker Mike Huebsch, we’re convinced that both men genuinely want a state budget agreement, now 106 days past the July 1 deadline.

Unfortunately, we’re also convinced that both men have been listening primarily to their own constituents and partisans — including the most extreme on either side — and that both want to win a
partisan victory in the budget fight. And that’s part of the problem.

But it’s interesting that, while Huebsch and Doyle have been in communication through staff and occasionally through direct communication, they have not had an extensive face-to-face conversation about their differences and the areas on which they agree.

And they need to do that. Soon.

Without a budget agreement, schools and local governments could end up having to increase property taxes more than they would with an agreement. University of Wisconsin students who qualify for financial aid grants based on need won’t be able to get them.

In an interview Thursday, Doyle said of both sides, “Republicans thought they could beat up the other side on taxes. Democrats had this health plan they were selling. It wasn’t my plan.”

We think Republicans were unrealistic in calling initially for a no-tax-increase budget — even though employee compensation and other costs had gone up.

And Senate Democrats were totally out of touch in calling for a major universal health care insurance plan with a $15 billion pricetag — sprung on the voters without adequate hearings or information.

There are plenty of differences between Huebsch and Doyle on the budget. But there are some similarities as well — and areas where the differences in dollar amounts are not that far apart.

And Huebsch has made several concessions along the way — including agreeing to some tax hikes and increased spending, and school aid numbers that came directly from Doyle’s budget.

That’s why an extraordinary effort should be made — face to face — between the two leaders.

We need a budget agreement because real people, real lives and real issues are dependent on getting one — sooner rather than later.

" Phil, Doyle should be trying to help eliminate the deficit created by his GOP predecessors. They borrowed and played hide and go seek with the budget process to make the budget look balanced. Its time we pay off the debt, eliminate programs that don't help Wisconsin residents or are cost ineffective and get government back to the people. Isn't it time for a referendum by us limiting government SPENDING? This should not be a TABOR type, but one that allows us to eliminate programs that don't work. Since our legislature lacks the will to get the job done, then we must take action. "

" Hey Phil: I support the $1.25 per pack increase in the cigarette tax. It should go to pay for health care. If the increase finally forces people to give up smoking, what a better improvement in everyone's overall health that will be. Drop the hospital bed tax. I support an increase in the liquor/beer tax which has been long overdue. We should also increase fines and court costs. I support a tax on health insurance profits in excess of three percent on companies who cover anyone working or residing in Wisconsin. We should reevaluate government programs determining need or improve. If Republicans are going to drag their feet, then at least they should start proposing where the cuts will come from that don't harm state residents...or are they scared to hold their friends accountable for the mess we are all in. "

" To ryeguy, Huebsch and the Republicans do have a budget plan that doesn't raise taxes but the Democrats have the Doyle veto power. Your 'get the rich' attitude is somewhat understandable, but this budget deal isn't about that. Besides the numbers will show you that the 'rich' pay more in actual dollars then the rest of us. What irratates me probably the most is Wisconsin actually saw an increase in revenues due to growth and Doyle still wants us (I'm middle class pay wise BTW) to pay the state MORE. I'm also irritated by the press. The papers print a watered down, blame the Republicans tripe. If Doyle and the Democrats get their tax increase, the press can share in 'honor' of helping get it passed by keeping the taxpayers in the dark. "

" All I am saying is that the reason you and I are "so highly taxed" is that corporations get off essentially tax free. I challenge any of you to come up with a reasonable way to cut our spending. Mike Huebsch can't seem to do it. If he can't I doubt you can. We are letting the wealthiest keep their money while us working class types pay for their yachts. I would like them to pay their fair share. More income, more benefit from infrastructure, so pay more tax. "

At the last census Minnesota was patting themselves on the back for the increase in per capita wage in the metro area. " Minnesota has a healthier business climate than WI. It also has better schools and a higher tax rate for corporations than does WI. A good business climate is created with good schools, good transportation infrastructure, an educated work force, and good health care. None of those are positively impacted by low corporate tax rates. We have a giveaway system in WI and we are still losing business as our roads deteriorate and out schools lose state support. A porgressive Tax system is not evil - taxes create the business and education structure that society needs to thrive. It is called the common good. "

One reason we are so high is our low corporate state tax rate (13th overall) thanks to Tommy T and the Republican legislatures. If we taxed corporations to the same extent we tax citizens, our overall ranking would fall out of the top ten for state taxes. "

" The Democrats are also trying to use the education budget as a blackmail against the Republicans. The Republicans agreed to the Democrats education budget as a single budget bill, but the Democrats refused that option. Why? Because they want it tied to all of their other pork spending and taxation. Just wait, Doyle and the Democrats will start accusing the Republicans of being against helping the children and education. Our society is heading in a bad direction. When enough people vote in "free" government health care, education, welfare, then those who provide jobs or have jobs will be taxed out of existance and be placed onto the government dole. " Wisconsin is ranks 17 in population size but 6 in taxation. That means that 44 other states have lower taxes then us. Doyle apparently wants Wisconsin taxpayers to pay out more. Apparently he thinks we are not giving enough money for him and the state to spend. The sad fact is that revenues increased without tax increases so the state had more money to use, but that wasn't good enough for Doyle. Doyle and the Democrats have also resorted to political speak. When they only get a 3% increase when they wanted a 6% increase, they accuse Republicans of "cutting" funding. Only to Democrats can and increase mean a cut. "

" Government already takes 33% of what we earn. The median family income in Wisconsin is $45K, which leaves only about $30K after taxes giving them $6K a year for a house payment that works out to $500/month. You don't get much house for $500/month in this area. [---------] I haven't seen one post or article that explained how HIGHER TAXES would help the median income family. Wisconsin already collects over $6,600 dollars for EVERY man, woman, and child in the state. [-----] How is it Doyle thinks HIGHER TAXES will help the median family? Why isn't Doyle leaning on his own party for compromise? "Huebsch has made several concessions." Why isn't this paper then calling on Doyle to make concessions as well? Huebsch and the Republicans have given enough! It is time for the Democrats to make concessions. "

" Unfortunately, you have missed the biggest reason for this "delay". Both parties have been engaged in solicting funds during this whole process. And when they finally agree on a budget, we will then find out how much money was raised. And the amounts will be obscene! It is the real reason the dems proposed their Health Insurance Plan (which they knew would never make the final cut) and the reason for the "No Tax Increase" stand by the Republicans (who are already agreeing to huge increases in Taxes). WAKE UP MIAL! "
