Gow: UW-L Stadium details needed

It’s not a good sign when the chancellor doesn’t know exactly how the proposed University of Wisconsin-La Crosse stadium project will be funded or what will be built, said Chancellor Joe Gow.

Gow sent a letter Wednesday to the UW-L Foundation Board, asking for a detailed progress report on the planned Veterans Memorial Field Sports Complex.

He also announced in the letter he and wife Betsy Valentine will donate $15,000 to the project in honor of their fathers, both World War II veterans.

“Now that I am a donor to the project, I think it is important to take the perspective of the donors and say, ‘Here are some issues that are not clear, so let’s be sure we get them clarified as we move forward,’” Gow said in an interview.

Gow pointed out in the letter that the project’s estimated costs now are at $17.9 million, according to the Wisconsin Division of State Facilities.

That’s $2.3 million above the $15.6 million approved in the state budget, he noted, and will require that several parts of the original design be considered optional, he said.

“This makes it likely that the finished athletic complex will differ from what had originally been depicted in the UW-L Foundation’s fundraising materials,” Gow wrote in the letter. “I am sure you’ll all agree that it is imperative for us to inform current and potential donors about these potential changes.”

Gow also wanted to know how the foundation would pay for the entire facility. With fundraising and pledges now at $12.6 million, $3 million still must be raised to cover the project’s base budget cost, he stated in the letter.

Unless the foundation raises this amount by the Feb. 1 deadline, it will need to borrow money not yet pledged or donated, according to Gow’s letter.

“If the foundation is borrowing several million and has to pay significant interest charges, it could have the effect of draining almost every penny that gets donated to the university for the next 10 years,” Gow commented later. “We certainly don’t want that to happen.”

In the letter, Gow wrote that total costs, plus any borrowing needed, should be disclosed.

Jim Leonhart, president of the UW-L Foundation board, said the board agrees everything about the project should be public information, out of respect for donors.

“Although we are sometimes taken back by increasing construction costs, we still think we are serious about getting this project done and finding a way to accomplish our goal,” said Leonhart.

Mike Desmond, UW-L’s point person on the stadium project, said the foundation board plans to create a progress report as Gow requested within the next 10 days.

When the numbers come in higher than budgeted, they either have to raise more money or cut items from the project, Desmond said.

“We are making every effort to raise as much money as we can so we can build as much of a stadium as possible and meet the needs of people that have contributed to the stadium,” he said.

Gow said he had to put the university’s interests above any concerns about how the board might react to the letter.

“That is why I was hired to be the chancellor — to make sure that the health of the university is always the first priority,” said Gow. “I know that sometimes I ask challenging questions, but I hope people can see that I am only doing so to make sure projects like these are done right.”

We need to raise occupancy tax now before my Feb. 1 deadline. Now a week later he is calling for a review of the funds and how they are spending it? He didn't care Tuesday when he pleaded in front of the city for the money. Then he also stated that the conferences the UW holds would not contribute to the same fund? Chancellor Gow provides an excellent example of how we should all participate in the democratic process by opening the closed doors and letting the light shine-in on how decisions are made in this community. It is simply impossible to believe that the Chancellor did not first ask the Foundation to provide important economic information before this press release. The Foundation is responsible to all of its funders. I for one am thankful as a contributor, that the Chancellor called the question. Whether it be City Hall or the University, open participatory democracy is a right and responsibility of every citizen in this country. "

It will appear that they will now cut costs and boxes at the stadium. Due to Gow's wishes. " hmmmm lead fundraiser hand picked by Dougie is gone shortly after Gow arrives and now he is questioning the project. It is unfortunate that the foundation was strapped with this pet project from the beginning and now fingers are being pointed at them. Considering the former chancellor's role and arrogance during the Veterans debacle of the past it doesn't take a brain surgeon to figure out that there may be extras in this project that do not need to be there - fancy sky boxes etc. Maybe they should take this time to re-look at the project as a whole and be more frugal about how they are spending the generous donors money. " So last week, the ignorant council approves a tax to help fund the 15.6 million dollar project. Now a week later it's 17.9. I'm not surprised. Last week, I posted that at a minimum the stadium will be at least 4 million more than the projected 15.6. Now I am revising my estimate to 8 million, for a total of 23.6 million final cost. They will be back to the taxpayers at least 2 more times to fund the stadium they promised would not cost taxpayers anything. Lying hypocrits all. "
