Two men sought in Vernon County kidnapping attempt

VIROQUA, Wis. — A failed kidnapping attempt has left authorities searching for two 20-year-old men, both illegal immigrants, who were employees at a Vernon County dairy farm.

The incident occurred Dec. 15, Vernon County Sheriff’s Department Chief Deputy Jim Hanson said. Israel C. Valtazar and Flavio B. Nagera are accused of taking co-worker Francisco Lobos, 23, by knife-point from Ocooch Dairy Farm, E16483 Kouba Valley Road, near Hillsboro.
Lobos was forced into a van driven by Nagera at 7:30 p.m., according to the criminal complaint. Valtazar is accused of holding a knife to Lobos’ throat.

“I am going to kill you,” Valtazar told Lobos, according to the criminal complaint.

When the van was stopped in Hub City, Lobos escaped after a scuffle with with Valtazar but was cut on his left thumb during the escape, Hanson said

Lobos said Valtazar and Nagera held him against his will for about 20 to 30 minutes. After fleeing, Lobos said, he hid before calling Richland County authorities from a tavern.

Hanson said the Immigration and Naturalization Service in Milwaukee told the sheriff’s department on Friday that Valtazar and Nagera are illegal immigrants.

Valtazar, Nagera and Lobos had the necessary paperwork to be hired by Ocooch Dairy Farm, Hanson said, but paperwork and identification papers sometimes prove to be false.

The Vernon County Sheriff’s Department believed the kidnapping was motivated by Lobos having contact with Valtazar’s girlfriend.

Hanson said the sheriff’s department waited 12 days before releasing information about the kidnapping because it had received information that Valtazar and Nagera might be coming back to this area

and didn’t want to tip the men off.

I can't believe this dairy didn't even get penalized or shut down for hiring illegal immigrants. I guess there wasn't a criminal background check ran either surprise surprise. I say just ban places that hire illegals because they are more likely to lure the scum easier due to being more anonymous. "
