Despite controversy, police say devices are safe, seldom used

Electronic control devices — better known by the manufacturer’s name Taser — have in recent years become standard equipment for most law enforcement, including a majority of the agencies in

La Crosse County.

But officials at the two largest law enforcement agencies in La Crosse County said the devices — which deliver a quick burst of electricity to control even the largest or most combative person — see minimal use.

The devices made by Taser, an acronym for Thomas A. Swift’s Electronic Rifle, are considered the safest way to bring unruly or dangerous individuals under control, officials said.

But their use also has been criticized as inhumane and unsafe by groups such as Amnesty International and the United Nations.

The controversy flared again last week after the death of a 29-year-old New Brighton, Minn., man stunned with a Taser by Minnesota troopers when he reportedly became combative after his vehicle crashed.

Despite these concerns, La Crosse County Sheriff’s Deputy Brian Buckmaster said he has complete faith in the safety and effectiveness of the devices.



“Taser is the most highly researched weapon system we use,” said Buckmaster, who trains officers on how to use the weapon. “Taser has done more research on their own to prove it’s safe than anyone else.”

La Crosse police and the

La Crosse County Sheriff’s Department have used Taser devices since fall 2003. All patrol officers now carry the hand-held devices.

As with other weapons, the departments have detailed regulations on when they should be employed. No serious injuries have been reported locally from using a Taser, officials said.

Both departments also require a written report every time the device is discharged, so use is easily monitored.

La Crosse police used the device 23 times in 2007, while sheriff’s deputies used it just five times, according to the two departments.

As the public learns more

about the weapon, just the threat of using a Taser often is enough these days to bring individuals under control, said sheriff’s Capt. Mike Horstman.

That might explain why the department’s Taser use last year was half of what it was in 2004, he said.

Some models of the device fire two small probes tipped with metal barbs up to 35 feet. Insulated wires then transmit an electrical signal that overrides the nervous system.

It almost immediately gives the person hit by the probes a full-body “giant charley horse” — they lose all neuromuscular control and the ability to perform coordinated action, Buckmaster said. The person is supposed to make an instant recovery once the device is shut down.

Buckmaster stressed every officer is fully trained on proper use of a Taser device.

About 95 percent take the opportunity during training to have the weapon used on them, he added, so they know what it feels like and that it’s safe.

" I don't find a product that touts safety and practical findings when the tests are conducted within the manufacturing business. come on I could make you believe black was white it I stood to make $$$! as far as using it when necessary that's a judgement call I'm not willing to surrender to some of the law enforcement in our area. (though I believe the local police seem very aware selective and discretionary according to the numbers given in this article) "

" If cops had to have masters degrees, I'd be ok with doubling their pay, because we are now besieged with to many crew-cut, steroid looking, hyped up simpletons that couldn't figure their way out of a paper bag, yet they let their buddies and their kids get away with crimes.
I respect those that are helpful and doing the job for the right reasons. Every profession has bad apples, I know, but cops cover for each other way too much. I know of two that only got "transferred" to other police departments to get them out of town. Sounds too much like politicians. "

These effective devices can be rendered useless with a two dollar roll of foil. The foil shorts out the electric circuit. The average body has over 20 Mega-ohms of resistance, while the aluminum foil has a mere 17 kilo-ohms. This results in a short circuit and you getting away. The media continue to spread the propaganada of how "safe" the devices are, even though we see every week in the paper that someone else is dead after being zapped.

The same with a foot chase or a car chase. If the taser comes out, it is the suspects choice to take the risk with the device or submit. So, as far as weapons go, they are used more than guns. Why do cops no longer carry pepper spray? Did the cops not like using it because they got it sometimes too ...so, the use of tasers is just cleaner and easier? Even though people may die, at least you're not getting your hands dirty. It's just easier for a cop to tase someone, than actually have to physically restrain them ... is how I see it being used. Now instead of a cop tackling someone or using bodily muscle, they just pull this little device. "
