BadgerCare Plus debuts: Enrollment in health care program for uninsured begins today

.
Wisconsin’s new BadgerCare Plus insurance program is an affordable way for uninsured families to get health care for their children, officials said Thursday.

Today is the first day for people to enroll in BadgerCare Plus, which state Rep. Jennifer Shilling said will help extend health insurance to 98 percent of Wisconsin residents.
State Rep. Jennifer Shilling, D-La Crosse

“We are all aware that Wisconsin is facing a health care crisis with skyrocketing costs and limited access for too many people,” said Shilling, D-La Crosse. “Through BadgerCare Plus, all children in Wisconsin, regardless of income, will have access to affordable health insurance.”

The state is aggressively marketing BadgerCare Plus. In addition to advertising, the state has enlisted the help of local government and nonprofits statewide to get the message out.

Deacon Richard Sage, executive director of Catholic Charities of La Crosse, said outreach workers will seek out eligible people at local meal sites. Later this month, workers in local public and private agencies will receive training on how to screen for eligibility.

The BadgerCare Plus initiative puts us on the right path by assuring the basic right of health care for children and families, Sage said.

Doug Mormann, director of the La Crosse County Health Department, said the original BadgerCare program œhas successfully improved access to health care for many La Crosse County families. This new expansion will benefit even more.

BadgerCare Plus will primarily benefit low-income children and families that do not currently have access to affordable health insurance. According to a study by the Wisconsin Department of Workforce Development, in 2005 about 12 percent of La Crosse, Vernon, Monroe, and Trempealeau County residents lived at or below the poverty.

Do you qualify?

Low-income families will be able to enroll their children into BadgerCare Plus at no charge. Higher earning families will be able to buy into the program for as little as $10 a month for each qualifying family member.

At the top end, a family of four earning $63,600 a year could enroll each child in BadgerCare Plus for $90.74 per child per month.

The program also is open to pregnant women making up to $51,500, farmers and self-employed parents.

If you have questions about the program’s benefits and eligibility, call the Health Department at (608) 785-9872 or Catholic Charities at (608) 782-0710.

People also can go online to www.access.wisconsin.gov. Click on

“Am I Eligible” for a series of questions that will determine whether you qualify for BadgerCare Plus and other state assistance programs.

So what your saying is, a person who chooses to be a

Now who's choices are impacting who?

The study, entitled "Military vs. Climate Security", found that the government has budgeted 647.5 billion dollars for the defence budget in 2008 - more than the defence budgets of the rest of the world's nations combined - "

For you that are concerned about the poor having too many kids, what do you think the military is made up of? Rich kids get college funds from their parents, poor kids get college by putting their life on the line for college funds through the military. Very few rich / upper middle class in the military. Free country includes the freedom to pop as many kids as you want. "

Fact of the matter, a random sampling of state aid (such as BadgerCare) will produce both societal "leeches" AND people who are temporarily hard and out, but actively seeking to change their status. For some people, it is excrutiating to have to ask for help they thought they could have supplied on their own accord, and unfortunately others just wait for their hand-outs and crack open another Bud. I'm not even religious and had that figured out at a very young age. It wasn't the church who taught me that, either; it was loving, compassionate, agnostic parents who knew that sharing is important, and that frequently some who have the most have no idea what it's like to go hungry and think it's a child's fault she was born into a terrible situation. And if you think healthcare is not rationed in this country... are you NUTS? Critical care is not rationed in countries with universal healthcare - but elective surgery certainly is. And doesn't that make sense? Heart surgery before tummy tucks? DUH! And I am waiting a month to see my oncologist already. "

'Compassionate' conservatism simply 'isn't' -- it's always dismissive and nasty whenever some folks can't 'make it on their own.' But when the national economy takes a pop that may hurt Wall Street the Repubs hop to it -- MORE tax cuts for the richest! To paint this issue black and white (only unemployed losers) is unfair to the people who actually need this assistance due to some misfortune or the environment they were brought up in, as opposed to the very small portion who would take advantage of the system. Profit-driven systems leave those in need wanting, as overhead cuts take precedent to real solutions that make health care more accessible.

Perhaps if people on the right side weren't so opposed to sexual education in schools and promoted safer sex practices, we could stem the inflation of single-motherhood.
