UW-L sports complex gets OK to move ahead

The University of Wisconsin-La Crosse Foundation Board voted unanimously Friday to start the first phase of the proposed $18.9 million Veterans Memorial Field Sports Complex.

The vote means construction on the project’s “essential elements” can begin in June as planned.

“It is a pretty sound approach to business, in that we are acting on money that we have, not just money that we are hoping for,” said Jim Leonhart, UW-L Found-ation Board president.

The estimated $13.4 million Phase I projects will include the concourse and west side grandstands, the track, football field and intramural fields, lighting and the Veterans Hall of Honor.

Two more items may be done in the first phase if the initial bids come in favorably low — a $65,000 parking lot and three additional west side concourse rooms at an anticipated cost of $400,000, said Bob Hetzel, UW-L vice chancellor for administration and finance.

Fundraising continues for the estimated $5.5 million Phase II projects, which include the east side bleachers, team locker room and strength center.

The foundation board can take bids to start any of the projects in the second phase if enough funding comes in to cover the cost, said Hetzel.

Mike Desmond, UW-L development officer, said $14.7 million has been raised so far for the athletic complex. Alumni and community donated about $11.55 million, while $600,000 came from the state and $2.5 million from students, he said.

Many of the pledges will be paid over three to five years, said Leonhart.

“For any major construction project, we would have to borrow some money until the pledged money arrives,” he said. “We have blended that into the budget structure of this project.”

He didn’t think borrowing for the stadium complex would affect plans in 2009 to start construction on a new academic building, which still needs $6 million in fundraising to reach the $44 million goal.

“... I think our track record has already been pretty good and we are confident we are going to get this done,” Leonhart said.

Chancellor Joe Gow praised the board for finding a way to move forward on the stadium project while keeping the new academic building in mind.

“The projects are connected in a major way, because both projects will require significant borrowing during a multi-year period that the pledges for them are received,” said Gow.

The new stadium also will generate money through six private suites above the Hall of Honor. One suite already has been leased to Kwik Trip Inc., while another is reserved as a university hospitality suite, said Al Trapp, UW-L Foundation vice president and planned giving officer.

But four suites still are available for lease at $20,000 a year over five years.

After the fifth year of the lease, 1/3 of the money from the suites will go to a scholarship fund in the name of whoever leases the space. The rest will be reinvested in the athletic complex, said Hetzel.

" Gunny- There is nothing wrong with a new stadium. Although I do have problems with the guise that private boxes will be built as money generators, for the elite. I really think they could raffle one off each game to the average Joe or Jane. Since they are syphoning money off a tax that we could be reaping, after it was initially sold to us as private donation supported. The amazing non-stop growth of price tag, and cut of frills? Again rationalized. Kind of reminds me of the growth of the anti for the Community Theater 'free' shell. As I have no other reason to believe we have not been driven into crisis management at different junctures purposely. " Sure does sound good. All you great minds out there that never get out of your house because all you can do is complain. The donation given to the UWL stadium is fantastic. You dead beats out there should get a life or shut up. As far as I can tell, most of you need to put you heads back in the sand and stay there. The stadium has needed to be replaced for years and anyone that has been there would know that. There is a great area designed to honor Veterans that will be super. I'd like one of you to tell me what is wrong with that. "

" I generally believe in making repairs, too. The stadium has BEEN repaired and rehabbed in the past. The concrete is falling off, it is not up to code, and the track has been resurfaced and is at the end of it's life - it would have to be replaced no matter what. Resurfacing can only be done a certain number of times. The bathrooms are disgusting and the stadium leaks underneath and is full of rats. Go take a look. "

Actually I remember a litany of present sand lots being mentioned as releif valves if they are needed. LHI is a Corp. Weber is CEO of that Corp and not sole owner. Recently a large portion of LHI was sold. I dare the Tribune to break down ownership of the company who purchased a chunk of LHI? Riverside Center owns the buildings on the river that house LHI and soon to be many 'tenants' is an LLC. These businesses are peered at legally as two seperate 'individuals' actually. The Waterfront Restaurant I'll bet is set up as another entity, and not a DBA for either LHI or Riverside. We do not know who would be the proposed operator of the Wedding/Banquet Business, there is a good chance it would be Waterfront. Although it does not necessarily have to be. They could run proceeds and sales through another all together different business. Confused?

" While I applaud the donations, I wonder about LGH's donation as their funds come from goverment contracts to be used for Vet's. In other words are they using thier funds for things not intended by the goverment contract award...your tax dollars, as part of the military budget???
