But the task force, which delivered its interim report to Doyle in February, also heard a few people claim manmade global warming is a hoax.
And some objected to the interim report’s recommendation the state Public Service Commission be required to create uniform standards for siting wind turbines. The interim report suggested the change because local governments have varied on how they enforce existing law on siting small wind systems.
Speaking at the University of Wisconsin-La Crosse site, Betty Wolcott of Osseo, Wis., praised the wind ordinance recently adopted by the Trempealeau County Board. AgWind Energy Partners, which earlier approached the county about building a wind farm, claims the county ordinance is too restrictive and contradicts the state’s model.
A wind farm bill that died last week in the Wisconsin Legislature was “a slap in the face” because it would have taken away local input in siting decisions, Wolcott said.
A key issue is how far wind farms should have to be set back from surrounding homes to protect property owners from unreasonable noise.
Climate change is a reality and may be happening faster than originally forecast, Lillian Nordin of rural Holmen, Wis., said at the UW-L site. She favors a moratorium on new coal-fired power plants while working to reduce emissions from the current ones.
Natural gas-fired plants that produce electricity should be used to their full potential, to reduce reliance on coal-fired plants, said Thomas Wilson of La Crosse.
About 30 people showed up at the the UW-L site.
The task force is comprised of environmental, industry and utility leaders, as well as representatives from the state Department of Natural Resources and the Public Service Commission. Its mission is to examine the effects of and solutions to global warming in Wisconsin.
Some recommendations in its interim report include utility ratemaking policies that promote energy conservation and efficiency, exploring the idea of erecting wind turbines on the Great Lakes and studying the possibility of pumping carbon dioxide from power plants into the ground or sending the gas by pipeline to other states.
