Compliance checks nab 17 businesses

Thirty percent of La Crosse retailers failed the city police department’s first round of alcohol compliance checks in 2008, police said Thursday.

The 17 businesses were fined between $285 to $348 for selling alcohol to minors and allowing underage people in a bar, said police Capt. Rob Abraham.
Police checked 56 establishments with a license to sell alcohol during the past two weeks.

In the cited businesses, a bartender failed to ask for identification or served an 18- or 19-year-old undercover volunteer who had shown an ID card that indicated the person was younger than 21, Abraham said.

Despite the citations, police were pleased 39 of those tested passed the checks, Abraham said.

“Our goal is not to issue citations,” he said. “We would love 100 percent compliance and never have to issue citations.”

The following establishments failed the compliance checks: Brother’s Bar, Bucky’s Burger Barn, Festival Foods, Hoffers, Kwik Trip stores on Copeland Avenue and Losey Boulevard, The Library, Pla-Mor Bowling, Quillin’s in the Village and on West Avenue, Ranison Ice Cream, Recovery Room, Sports Nut, Tailgaters, Tequila, the Tobacco Outlet on Mormon Coulee Road and Vick’s Bar, according to police.

Those who passed are: Adams Street Pub; Arterial; Barrel Inn; Betty’s Inn; Cheap Shots; the Citgo gas stations on Rose Street and State Road; Crazey L; Dan’s Place; Dewey’s; Eagles Nest; Fiesta Mexicana; Freedom Gas Station; Glory Days; Goal Post; Grizzly’s; Kings Korner; Kramer’s Bar; Kwik Trip stores on Lang Drive, Rose Street, South Avenue, 32nd Street and State Road, Cass Street, and West Avenue and La Crosse street; the Tobacco Outlets on Mormon Coulee Road, and Hwys. 157 and PH; L and M; Logan Tavern; Mileage; Mr. Stix; My Place; Piggly Wiggly; Players; Quillin’s on Mormon Coulee Road; The Dragon; The Joint; Top Shots; Wal-Mart; and Yesterdays; according to police.

Police said they altered their checking procedure when they learned establishments were alerting others to the checks.

The compliance checks will continue throughout the year, police said.

" This is NOT just some fine/income to the city. There are consequences, like the poor students working their way through college ALSO getting a hefty fine. This is about chasing people out of downtown to competing businesses in ONALASKA,HOLMEN, SHELBY~ just about everywhere else but LaCrosse. Ask the Quillin or Zietlow or Skogen family members, that relied on employees, and have to compete with WALMART and WOODMAN'S! Why allocate taxpayer money to bust any business with liquor license while burglars,robbers and vandals hit the same places? " When will the TRIB do a complete investigation and get the facts out? It is not just a fine! The business gets points besides the fine and if you get 3 in a year, you go out of business! Tell your employees, customers, accounts payable and the taxpayers that you have been stung right out of business. " PS, DO you think the underage entrapment team has the right to have the underage person RUN to the restroom and hide while the legal age stinger orders 2 drinks, hoping the busy employee does not catch on? Anyone old enough to vote and die for this country is old enough for alcohol. Do you want to put the Freighthouse, Piggys, Hunan, Rannison Candy store, etc out of business on the basis that they MIGHT have broken the law before? " Darwin, I know a citizen who got 2 LEAF LITTERING tickets! His neighbor turned him in and the cops issued tickets and HE was the only one on the block that rakes leaves up. " I wonder who at the 17 businesses are looking for another job? To wiseup: It is the responsibility of the server to ascertain legality of the sale. If my daughter came into a store to buy alcohol and produced her ID which would state 19 years old I would hope they AND she would be caught and fined. I know of no other way to determine compliance with the law than to conduct these checks. As darwin states your definition of entrapment is incorrect. Kudos to the PD and to the stores/taverns that were in compliance. Thank You!! "

" Really. What is entrapment? If I am speeding when there is a posted sign, I deserve the ticket. Could there be any laws MORE publicized than underage drinking and underage smoking? Those two laws are posted everywhere those two legal drugs are posted. Yet the dealers fail to comply many times. Are you sore because you were guilty of not following the drinking age law? Entrapment implies that the officers (or their agents) did something that tricked the bartender into doing something they normally wouldn't be doing, or lure them into not following the law. That's hilarious. Follow the law and you don't have a problem. "

" To Darwin, I hope the cops entrap you for speeding, spitting on the sidewalk and jaywalking. IF there is probable cause or complaints that a business is serving minors, then I agree with entrapment teams. MOST of these places are guilty of NOTHING except buying a liquor license and paying brutal taxes! YES, several places were hit more than once and many places have not been hit once! That changes your compliance percentages when frequency is factored in. Unequal enforcement and no paper trail means UNCONSTITUTIONAL and I hope WIS AG takes a long look at these entrapment teams and sets STRICT guidelines. Or let the city get SUED. "
