Bill could lower drinking age

.
A bill that would lower the drinking age for Wisconsin military members will be introduced this September in the state Assembly, said state Rep. Terry Musser, R-Black River Falls.

It would allow those 19 and older with an active military identification card to purchase and drink alcohol in bars and restaurants in the state, Musser said. They would not be allowed to buy alcohol at liquor stores.
It’s disconcerting that 19-year-olds can fight in Iraq and Afghanistan but must have their parents buy them a drink, Musser said.

“If you are in the military, you ought to be able to go into a bar without mommy and daddy,” he said.

The bill was drafted after this year’s regular session and missed the deadline to be introduced, Musser said.

“I’m hoping this one (the bill) gets real people at home thinking about this issue,” he said.

Musser has introduced similar bills, plus those that would lower the drinking age for all state residents. The drinking age was increased to 21 in the mid-1980s.

“Why, at 18, can you buy a bar, but you can’t drink a beer?” Musser said.

Spokespeople for state Reps. Mike Huebsch, R-West Salem, and Jennifer Shilling, D-La Crosse, said legislators would have to see a draft of the bill before deciding whether to support it.

Kari Kinnard, the state executive director of Mothers Against Drunk Driving, said the organization does not support lowering the drinking age for members of the military.

“We fully support our troops who have dedicated their lives to making sure we are safe and secure, but the Department of Defense does not support a lower drinking age for its people,” she said. “The results were devastating when the drinking age was lowered during the Vietnam War, with the military losing on average a battalion per year to drunk driving involving those under 21.”

Six other states also are considering lowering the legal drinking age.

According to USA Today, legislation already has been introduced in Kentucky and South Carolina that would lower the drinking age for military members.

A planned ballot initiative in Missouri would apply to everyone 18 and older, while an initiative in the works in South Dakota would allow all 19- and 20-year-olds to buy low-alcohol beer.

Vermont’s legislature is considering a task force to study the issue. A Minnesota bill would allow anyone 18 and older to buy alcohol in bars or restaurants, but not in liquor stores until they’re 21.

If Wisconsin lowers its drinking age to 18 we will lose millions of dollars in federal funding toward our transportation department. That is a fact. States who don't comply with the 21 law lose federal funding for their transportation department. What does that mean? Well for one higher license and plate renewal fees, in all likelihood an increase to the gas tax, and probably an increase to state income and property taxes. If this passes don't whine and complain when more of your pay check goes to the state in form of taxes, and the remaining money you have left goes to fill your vehicle. "
