Preliminary jail bids in

La Crosse County officials were a little disappointed this week with the first wave of bids for preliminary work on the $29.5 million jail expansion project.

Before taking bids for the main project in August, the county needs to get a few things out of the way, such as building a new garage and a utility island that includes a generator because they're being displaced by the new addition.
Bids came in this week at $1.1 million, which was about $100,000 over estimates, County Administrator Steve O'Malley said. Architects and engineers will work to reduce the cost by $100,000 to stay within budget, he said.

The county has hired a construction manager and acting as its own general contractor to save money on the project. So instead of one large bid, the county took many small bids from subcontractors. With architectural, construction management and contingency costs, the total package will be $1.27 million.

The work covers a new garage and a utility island. The garage, which will be north of the jail in a county parking lot near Dee’s Car Care, will replace an underground garage in the current building that will become inaccessible when the addition goes in. The utility island relocates an emergency standby generator and other utilities which are also in the way of the addition.

The disappointment came when the county didn't receive complete bids on another aspect of the project they'd hoped to get an early start on: remodeling of the existing men’s jail to make room for women inmates, before the rest of the jail addition project started.

O’Malley said the jail remodeling work wasn’t a big enough job to attract many competitive bids. As a result, that work will be included in the overall project, he said.

The county board is scheduled to vote on the bids when it meets at 6 p.m. today.

" Willie, facts are facts. I don't believe info from one person ... I've heard it from various people. The no smoking, and no pillow ... I've heard from different sources. People hit you up for empty toilet roll tubes, so they can have a bigger 'pillow'.

Smoking, would you want to be around a bunch of non-smoking smokers for an extended period? Not me. Things are strained in there, jail is to deprive you of your freedom, not your basic needs.
There could be a smoking area, or offer some type of cessation product to curb the jitters. "

" In my experience with criminals, they will all tell you a sob story for your pity if you let them. I suspect Theguy probably works in the jail. His story sounds like the same story I hear from others that work there. HonestAbe, maybe you should tour the jail before you stick your foot in your mouth, or talk to someone that works there. "

Ask the sheriff about conditions, he'll boast about the mistreatments as 'deserved'.

" Honestabe, you don't have a clue as to what goes on in the jail. Every inmate is given a pillow when they are in the housing area. They also get a clean towel and washcloth twice a week along with clean linens on Sundays. The women do not receive Nicorette. They get to play volleyball or basketball twice a week. They also have the option of attending aerobic exercise classes. That sounds really unfair, doesn't it? There is a reason that people come back to jail over and over. It's because they are treated too well and it doesn't put fear into them anymore. It's more like a place to hook up with your buddies. "

I've never been in, but that just sounds cruel and unusual. That's just one example of the mistreatment and conditions that are sub-par.

I can just imagine being in there, with a bunch of smokers that are going through withdraw (women get nicorette, not the men tho), and have really bad conditions. Jail isn't suppose to be fun, but livable, which, I don't think this one is. No wonder people are stringing themselves up. "

So, lets say that's my job, I could say it's going to cost $29m, then as the close of the project nears and I'm 3million off, it has to get done at that point, and getting the extra loot to get it done isn't going to be a problem.

Whoever is doing the estimating should show some accountability and have to cover it themselves if they're off, then you'd see more realistic estimates. "

" If "The Big O" is disappointed in the bids for this first small project wait till the bids come in for the big project. $29.5 million will never buy what LaCrosse County wants. (In fact did you know when this is all done LaCrosse county will only gain about 30 bunks total. Big price tag for such little gain isn't it?) If the bids are $100,000 over the original $1 million dollar price tag for the small project I am thinking $35 million for the big project is not out of context. Maybe "The Big O" can do his sweet talking to some of these people that actually think we treat our inmates badly and raise the extra money through donations. GOOD LUCK!!! "
