School board asks administration for referendum recommendations

La Crosse School Board members Monday asked the district’s administration to draw up plans for potential fall referendums.

They also requested a school consolidation proposal and a plan that outlines their options should they decide against bringing a referendum to the voters — or they do and it fails.
“I don’t think we can

do nothing, because I couldn’t sleep at night,” said Christine Clair, board president. “Not getting the money from the public means we have to cut programs ... or close buildings.”

The unanimous motion came six weeks after a $35 million building referendum fell short April 1 by 273 votes, with 5,417 no votes to 5,144 yes.

That measure sought $20 million for safety and “urgent facility” needs plus heating and air conditioning, along with $15 million for a new elementary school that would combine Franklin Elementary School and Roosevelt/Coulee Montessori Schools at the current Franklin site.

Several board members were interested Monday in seeing a new plan that restructured the previous referendum question.

Steve Kopp, board vice president, suggested looking at three five-year referendums to address the district’s needs.

“It may not be possible, but it would be interesting for us to consider,” Kopp said. “I’m just trying to think of ways to break this down into smaller morsels.”

Reorganizing district priorities could help decide what goes into the new ballot question, board member Dave Rudolph said.

“I think maybe as a board we may need to come to a consensus on what are some things we can do without,” he said.

Rudolph recalled teaching summer school in several La Crosse school buildings that didn’t have air conditioning. “I survived quite well,” he said.

Focusing on building safety, security and climate control in a modified referendum could be an option, said board member Neil Duresky, though he added he “probably” wouldn’t vote to go out for another referendum.

Board member Deb Suchla was concerned about the potential for creating a bidding war after bringing out conservative referendums in 2004 and April.

By closing a school, the district could get the dollars needed to address some of the facility needs, Suchla said.

District administrators will present their findings at the July 7 board meeting.

" Clair is a Public Defender. She knows little about profit, money, and nothing about meeting that monthly nut every month, after month, after month. These Boards are filled to full with government workers that have no idea or care what the term frugality means. As I have said before go over to Blessed sacrament and look at the building, equipment, computers, and texts they get by with. With the largest concentration of wealthy kids in the City of Lacrosse. Apparently frugality is OK for their children. "

" You are indeed correct , Johnson. In a post referendum conversation with a board member, he did reveal that the board had decided that the upper north side vote , cost them the election! That was followed by a discussion of closing Roosevelt school, among others! Here we go again , with Clair leading the charge! Pit neighborhoods against each other , that should pick up enough votes. It's disappointing and poor leadership! Maybe Clair should resign! "

" Standard practice in some states. These pensions are not paid out local board budgets, they are paid by a state retirement system. So do school systems feel they are playing with free money? The top 100 teachers in 2003 in Illinois spiked in salaries ranging from $131k-$196k. A Leyden Illinois trig teacher was vaulted from $93k to $173k over their last four years. State of Illinois pension plans were underfunded by $35 billion. The state government mandated huge infusions into the plans every year . The required contribution for fiscal 2005 alone was $2 billion. Makes me just warm to think of another impending $30-40 million coming at us in yet another referendum. Now reflect on Kember's $26k plus per year retirment contribution? "

The Board responded catapulting his salary to $346k, with a $20k per year bonus payment. Since most school systems base their retirement pensions on highest average earnings he will receive $221k when he retires, at age 57. Increased annually by 3%. This practice is known as "spiking". As they tailhook benefits before they retire, sometimes purposely, in different systems. "

The be the first to use private sector worker averages when negotiating, both with pay and benefits. Curtail the contribution back to the original WRS intended employee/employer split, stop the post early retirement 55-65 health coverage, and require gay or straight Domestic Partners to own jointly and deeded or titled property. " There are always two sides to every story. The one side I do not see in the comments is the fact that our state government has tied the hands of school districts across the state. This is not the first year of the cuts and the schools have been cutting staff, mostly custodians, aides, and cooks. Many administrative jobs have been consolidated as people retired or left. In the schools, we also have been watching the pennies. The problem is we get fewer every year. Contact your state representatives if you don't want referendums. The problem is state wide, just listen to the news. Pretty soon the schools will be anorexic with out state change. "

I spent time on Boiler maint problems and as I also stated earlier, properly maintained boilers will last for for twice as long as these they claim are shot. Of course since they were not maintained properly they may be beyond repair. " Think of it as an available bowl of money. Except this School Board/Administration has taken part in manipulation. They have picked a specific 'reason' for the shortage of funds in that bowl. In fact you could pick from numerous reasons that you are experiencing a funding shortage. Yes, you are correct the benefits of school employees are way above what their private sector neighbors receive. In the case of Administrators their pay is bloated as well. We also near $11k per student operating costs. Placing all eyes on maintenance needs as a reason we are experiencing funding shortages is a ruse, and has been done in fact purposely. "

" Why do they need two principles at each school? Why do class sizes need to be so small? When I went to school there was between 30 and 35 students per class, if you miss behaved you sat in the hall, if that didn't work you were expelled! Why do these people think of building must be tore down after 50 or 60 years? If the taxpayers did that with their houses 3/4th of this city would be empty! Maybe weneed to restrict any local, state, or federal benefits to high school graduates only, since we are at historically high dropout levels today why should these dummies be a burden on society and expect the people that work hard for their money to support their lazy a$$es? I say no high school diploma no government-aid of any kind including welfare, badger care, food stamps etc. "

" Why can't this school board get it that the La Crosse taxpayers are overtaxed already! The people in the private sector must learn to live within their budget and cut back if we do not have the money to buy additional things we would like! If this school board cannot budget the money allocated to them in their budget I believe we need to elect people to the school board that can!! What part of the last referendum to these morons not get? Maybe they need to start trimming some of the fat in their budget starting with all the administrators and their assistance and their fringe benefits! It would be interesting to find out if any of these idiots on the school board can even balance their own checkbook not alone the millions of dollars of taxpayers money we entrust to them. "

" Didn't we just allow for millions of dollars over the next few years to be allotted to the school district?? Maybe it's time to clean house and become a bit more fiscally responsible. The district is becoming the kid that never moves away from home, just begs mommy and daddy for more and more money with nothing to show for it. Prove to us that in 6 months we should give another 20, 30, 40 million, whatever rediculous amount you come up with. "
