Published - Thursday, May 22, 2008 Man hit by deputy ID’d SPARTA, Wis. — Authorities have released the name of the Fort Atkinson, Wis., man hit Monday night by a Monroe County Sheriff’s deputy while walking on Hwy. 27. Mark A. Chapin, 31, was walking with his back to traffic in the southbound lane of Hwy. 27 just south of Hwy. X about 9:25 p.m. when he was struck by a car driven by 41-year-old Deputy Fritz Degner of Sparta, according to the Wisconsin State Patrol. The deputy attempted to avoid the man but hit him with the side mirror. Chapin was treated at Franciscan Skemp Medical Center and released, according to the hospital. The incident is under investigation.
