It should be a concern to every citizen in District 2 that they have representation of the Common Council in the interim if someone is willing to do this- through appointment. What Presiding Officer or Member should have the power to take this right away from every citizen within any District that they do not represent. This is the essence of the question.

Add to that an upcoming budget season where this District and it's taxpayers are unrepresented.
