Prairie du Chien council members targeted for recall over traffic plan

PRAIRIE DU CHIEN, Wis. —A controversial plan to build roundabout intersections on Marquette Road in Prairie du Chien could result in a special election to unseat almost half of the city’s leaders.

Recall efforts are under way against five of the city’s 12 Common Council members who have supported the plan.
Only one other council member, Frank Pintz, is eligible for recall, having completed the first year of his term. Pintz has opposed roundabouts.

Clem Wachuta, president of the recall committee, said there is general discontent with council members not honoring the will of the people but the roundabout issue alone is significant enough to merit a recall.

“This is a huge issue that threatens to tear up the face of this town, put property taxpayers holding the bag, (and cause) further traffic problems,” Wachuta said. “It threatens to make people drive around these things every hour of every day of their lives.”

The Wisconsin Department of Transportation has used roundabouts in other parts of the state and considers them safer and more efficient than traditional intersections. Marquette Road has an unusually high crash rate.

Mayor Karl Steiner said the roundabouts will impede oversized loads and hurt the economy. Most people he’s surveyed oppose them, he added.

At stake is up to $500,000 the city may have to pay if it backs out of the contract because the DOT has completed most of the planning.

Despite efforts this summer to reverse the council’s 2003 approval of the concept and DOT contract, only two council members have voted to scrap the roundabout plan.

Wachuta said his committee has five people lined up to run against the targeted council members. The group, “We the People of Prairie,” has 60 days to collect the required signatures from each district — a number ranging from 66 to 92, depending on how many votes were cast in the last gubernatorial election.

A special election will cost the city about $6,000 — more if a primary is required, said City Clerk Barb Elvert.

The last recall election in Prairie du Chien was 10 years ago, when voters tried to unseat Steiner — then in his first term as mayor — over his handling of contracts for the city administrator and attorney. Steiner won that election and was elected to a second term later that year as a write-in candidate. After an eight-year hiatus, he was elected to a third term in April.

" Buying all the land needed to putting in the roundabouts will cost 10x more than how much it would cost to cancel the contract. People have been complaining about the proposed roundabouts for at least 5 years. Yet the city still wants to move forward. Roundabouts won't fix anything when trains stop causing traffic to back up through them and then people will start flying through nearby residential streets. Oh and the city has enough trouble as it is right now with bad drivers so roundabouts will only add to it. Widening the road to add turning lanes would help a good deal more. If they force Hartig Drug to move, I wouldn't expect to see it back in PdC with the way they have been dragged around through this mess.

Having roundabouts doesn't make a city appear to be ahead of the times. "

" I encourage the people of PDC to learn more about roundabouts instead of just simply believing the mayor. He's doing a good job of claiming that jobs will be lost because large loads cannot make it around roundabouts. Recently roundabouts were put in near our home. In our community there are two large home manufactures just like the one in Prairie. These roundabouts don't impede them from going through them. With the old intersection with traffic lights they had to negotiate around the lights in the median, sides, and those that overhang the roadway. Now since there is nothing but flowers in the center the only have to avoid the lights poles on the sides making it easier for them. We enjoy them too as we don't have to stop and wait for a red light when no one is coming the other direction. "

" I would like to know who gave the person the right to sign this contract for these roundabouts? Why Hartig Drug and other people who built their business on Marquette Road were never told about the roundabouts (they were told the City was thinking about them) then after they built their business all this went through. I think the people have a fair right to vote on this and they never got the chance to do so. Mr. Wacouta and the Mayor are fine people and they are not behind anything. These roundabouts are going to affect more people then PDC thinks. Hopefully PDC Members thinks long and hard about this problem. I also do not think PDC is a joke as the people in this town do have a "say" but it was never given to us. "

" anytime citizens get involved in what elected officials do is a good thing, be it recall or attending meetings. it's becoming very apparent elected officials have lost sight of the fact that they work for 'the people', not the people working for them. if a recall attempt wakes these officials up to that fact, that is always a good thing. "

" Their is not enough info here to make any kind of call unless you are privy to the details. The real interesting story here is that irregardless of the situation, unlike LaCrosse Citizens, these folks have the guts to oust the whole bunch, a lesson La Crosse should heed. "

" Easy with the "hick town" comments Packers. PdC is a lot more sophisticated than a lot towns there size in this area. But you are right, Wacouta needs to back off or the state will never help out PdC again. The road where these proposed roundabouts would go is in bad shape. If the roundabouts don't go in, there is a very good chance the city, not the state, will have to pay for improvements.

PdC - don't let these few na sayers scare you into thinking these roundabouts are terrible. Give them a chance!! "

" I think the mayor is behind everyone trying to "recall" the council members. He has done nothing but stir up trouble since being re-elected mayor. The oversize loads won't be an issue once the bybass gets put in..which by the way is before the roundabouts are scheduled to come in. Funny how he never mentions anything about that. Maybe the Tribune should question him on that one...Just a suggestion. "

" Sounds like a cult is forming in Prairie du Chien. This Wacouta clown sure is making PDC look like a big fat joke of a town. Pretty sad when one issue brings on a recall. I wonder if he and the mayor are "buddies"? We The People? This is a hick town of 6000 people. I hope if the roundabouts don't go in that PDC never receives another dime from the state for anything. Rumor has it that this Wacouta lives at home with his dad and doesn't even pay taxes, at least that's what a friend in PDC said. "
