City shifts gears on ambulance plan

La Crosse leaders are retreating from a city-run ambulance proposal that drew widespread public opposition.

A revised and greatly reduced plan was formally introduced at tonight’s La Crosse Common Council meeting.
The new resolution still would create a Joint Emergency Medical Service Commission but deletes the more controversial element authorizing the purchase of two ambulances and allowing 12 firefighters to train as paramedics.

“What we’ve learned is we need to take this one step at a time,” Mayor Mark Johnsrud said today.

While it doesn’t rule out the possibility the city will venture into ambulance service in the future, it no longer would have a timetable for buying vehicles and equipment, he added.

“If the need were to arise, I think the commission would make that decision,” council president Bill Harnden said.

Council member Bruce Ranis took a different approach, formally requesting a public referendum on whether the city should purchase two ambulances for the fire department.

“That (cost) is way, way, way too much to get into a service that’s working well,” Ranis said. “This is a very foolish idea.”

The joint commission would have 11 voting members, including mayors of La Crosse and Onalaska, the La Crosse County Board chairman and vice chairman, two La Crosse city council members, representatives from Gundersen Lutheran and Franciscan Skemp medical centers, a village president, a town board member and a citizen representative from La Crosse.

The most notable change to the commission structure would be the inclusion of two non-voting, ex-officio physicians sought by Tri-State Ambulance officials.

Tri-State Ambulance Director Matt Zavadsky said he was made aware of the changes but was not yet prepared to comment.

The commission would oversee standards, protocol and care quality, among other things.

“We need a way to ensure the constituency of the city of La Crosse is getting the best service possible,” Harnden said. “And there are so many ideas coming from so many directions that this is a way to harness all those ideas and put it into a workable model that everyone can live with.”

The earliest the council could vote on either measure is Sept. 11 during its regular council cycle.

" I must agree with Joe EMT on this one. ALS first response has been proven a poor addition to a system time and time again. The composition of this board is also designed to skew towards the city of La Onalaska (LA Crosse -Onalaska) Perhaps Johnsrud should study EMS for a little while and maybe he will also find where he has put his head when gets to the proctology section! "

" Paramedic first responders will not have enough time to use ALS skills unless they delay transport in transport. It takes at least 2 th 3 minutes to do an assessment. Tristate is there and usually waiting for the assessment to be completed. So unless transport is delayed so the medic 1st responders can use advanced skills, the whole idea is a waste of time and taxpayers money. this is just another foot in the door tactic. "

" the joint commission is skewed toward the city so they will get anything they want. Look at the make up of the commission. only 2 members to represent the towns and villages. those two have 60% of the population and no power on the commission. There is something drastically wrong with the make up. At leas Mr. Johnsrud will not be on the board too long. Only until after the election. "

A Meeting where the pro leaders were allowed to give long professional PowerPoint programs paid for by taxpayers. While the anti forces were given two minutes. This is a Mayor who pushed a twenty plus million dollar building with a $15.9 million dollar 27 year TIF past us sold for dollar in 2 days. This is a man who told us that this same building was a 'meeting room' next to 700 LHI employees and in a few mere months neither came 'close' to fruition. " Doyle just fought tooth and nail to retain the power to appoint County Committee Chairman. Instead of allowing those Committees to vote on thier choice themselves. This is an end around, and these people are shameless. Yes, I said 'shameless'. It just moves them a step closer. A step closer that we do not have to even start a journey toward. This is a sham. " Here it is Harnden! 'We can "live with" the status quo', Tri-State. You talk about one step at a time. You assume with your comments that we have passed a step or two already? Can't you hear? The Tribune, our 6 station News media source, and almost the entire audience that literally laughed at your pro leaders sent there, 'Not enough info'! This Plan and it's pro leaders are running as fast and far from professional scrutiny as possible, in the form of a qualified bean counter and available/obtainable statistics. PowerPoint programs for the pro side, and two minutes allowed for the anti side fell short. Imagine that! "
