Council member throws wrench in women’s jail plan

A North Side city council member is trying to intercept a county-driven plan to establish a women’s alternative jail facility at Kane and St. Paul streets in La Crosse.

George Italiano said while he regrets it has come to this, “I’m doing what my constituents want.”
He introduced a resolution this week to have the Common Council vote on La Crosse County’s plan to house 10 female inmates in a pair of city-owned duplexes.

The move by Italiano means it will be at least a month before the group home site can be resolved, as the council can’t consider the resolution until it meets next month.

Justice Sanctions Coordin-ator Jane Klekamp had hoped to have the group home operating by early September after a full county board vote scheduled for Thursday.

“For me, this is part of what happens in work like this,” Klekamp said. “These wrinkles come up. It doesn’t mean an end to the program or anything.”

The city’s Community Development Block Grant Committee already had approved leasing the duplexes to the county.

“This isn’t nice at all to overrule them, honestly, and I feel bad about the whole thing,” Italiano said. “But I’ve got to do what’s right for my constituents.”

Residents of the lower North Side neighborhood have vehemently opposed the group home plan.

The county’s Health and Human Services Board voted 5-4 earlier this week in favor of the North Side duplexes, and the county board’s Executive Committee then approved the plan, 7-1.

“We’ve tried to go forward in good faith,” County Board Chairman Steve Doyle said. “And my expectation is that the council is going to ratify what the earlier committee already had done.”

Italiano said he thinks the council will understand and vote with him.

“I’m disappointed,” Doyle said Friday. “The county had tried to go above and beyond what the requirements are for us to work with neighbors. We could find locations, theoretically even right next door, that wouldn’t be affected at all by any city vote.”

The county first targeted a home at 11th Street and Cameron Avenue but yielded to neighbors’ objections.

" Of course MyTurn's solution would be to "stick it" to someone who has more money than him. However, the City doesn't own any duplexes where he suggests they place this home. And the reason they don't own any property in such areas is that those areas seem to do just fine without the City's help. Apparently that's not the case on the Northside. "

" Honestly ask yourself - Do I want a Jail next to my home where I am raising my children? Think about the traffic of the abusers, pimps, and drugees looking for these women. What about the Driver's Ed Business 30 feet away from where they want to put the temporary Jail. Perfect idea - along with the kids walking to Logan Middle and High School. Furthermore, its funny to note that the very same people that complain about this project and say lock them up in jail are the same people who will scream bloody hell if the new jail goes over budget. And it will, without this and other justice sanction projects. So dont support this, but be willing to pay people. Jails cost money. Get a clue people. "

When we elect people to represent us (your neighbor, the public) we are saying we TRUST you to value our opinions and to preserve our neighborhood when it comes to movements like this! Most families have had someone in their families who have been in trouble, would a facility such as this not have been a help to them? These women are disadvantaged, often abused and living in poverty. This program will give them a chance that life hasn't as of yet. I'd welcome this next door.
