Why not consider the idea of a La Crosse city administrator?

.
Many city officials don’t want to consider it, but we think Council Member Dick Swantz’ proposal for a city administrator is a good idea.

Professional administration can do for the city what it did for La Crosse County — create a system that allows for supervision over department heads, while allowing these department heads to do their job.
Who is in charge in City Hall? The mayor has influence, as do the department heads and key council members. Some decisions are made by the Mayor’s Special Committee, made up of the mayor and chairmen of the three major standing committees. Others take action by the entire Common Council.

It’s even been suggested that the full Common Council should vote on salary issues for the department heads. That’s wrong. There should be quantifiable standards guiding such salary decisions. A city administrator would be in a better position to do that.

While an administrator would add additional cost, in the county, suggestions by county administrator Steve O’Malley have actually led to reduced costs in some areas.

Swantz has made his suggestion twice before. In both cases, it didn’t even get to the discussion stage. Why not?

Let’s at least study the idea of switching from our current system to some form of city administrator. We might find real advantages if we give it an honest debate and investigation.

" I would only say tht dick has been a big government fan for many years and he wanted to have the elboate sholl building to hold meeting before he left office. Now he wants to spend more money on an administrator so the person we elect as Mayor really doesn't have to do anything. Spend money Dick is at it again and all the referendoms he wanted as school administrator is happening agin. What a sahme he was eleceted. Get a real job in the industry and find out how they really work and maybe he would learn something. But milk the system and get it done is his motive. "

" This idea is not a bad idea. The problem comes who does the hiring of such a person. Our mayor has his hands full with too many pet ideas. The council can't even decide how to serve this city. They can't even hold up any of the parts of the city that need their help. Has anyone else noticed how the city has began to have "urban blit" expand? Until the city council can handle their own job, how are they going to handle another job? So here we are: no ralmayor and no real council in LaCrosse. We should let the owners of rental properties who are above the rules and laws of the city pick who runs the city. OH! They already do!
LaCrosse is heading in a bad direction. We will continue to pay for our leaders mistakes and bear the burdon of their lack of vision. "

" labclean- I agree. Give the 'new' Mayor more power. 'She' will need it to clean house concerning a number of Department heads. Or at least buff up their respective operations. "

" Just give the Mayor more power. Simple as that. The Common Council should vote on salary issues. We the TAXPAYERS pay for city Government. The city council oversees our budget, and it is the RIGHT thing to do. Lacrosse Tribune is WRONG on this one!!! "

" I would like to answer that question. Because we do no want another high paid bureaucrat receiving 6% pay raises while the peons under him receive 2%. Because most people in our County have no idea how much the County Administrator received in his little known/read employment contract. Because if the Counties 'Administrator' were for the people he would have stood up publicly for County Commissions/Boards to pick their won Chairman from within. Because we need a strong leader in the Mayors seat to scale back the sham of handing out Inspection and Planning to Kirch, to save money? Because the chances of this 'Administrator' being anything but a tax and spend liberal is great. Frankly we cannot afford it anymore. "

" Any prognostication on whether the current structure is better than the alternatives is baseless because we do not have sufficient data to make any determinations. Refusing to consider the alternatives is short sighted and self serving. "

" the more things change, the more they remain the same. it was just some months ago this same subject arose. what's changed? why do things keep coming back around? yes, lookng into an adminisrator MAY be a good idea, but NOT by this Council, they haven't proven they have a clue about most, if any, matters. heck they can't even fill a vacant council seat to give ALL it's citizens representation. when they get a grasp on that situation, maybe then we can entrust them with something else. baby steps. "

" We don't need an administrator or the associated increase in costs, we need a mayor that can actually do the job and a council that actually represents their districts. "
