Doyle favors, proposes more balanced EMS commission

La Crosse County Board Chairman Steve Doyle will introduce an Emergency Medical Services Commission proposal today that he considers more balanced than a version introduced in the city last week.

Doyle’s suggestion alters the make-up of the commission overseeing regional ambulance service by knocking off one city council member.
“I’m trying to pull out the politics,” Doyle said. “We really need to get beyond posturing and gameplaying.”

In La Crosse Mayor Mark Johnsrud’s plan, four of the 11 seats are reserved for city representatives, including the mayor, two common council members and a citizen member.

Doyle said a commission so stacked toward the city “won’t fly” in out-county areas.

The joint-commission also includes the Onalaska mayor, county board chairman and vice chairman, a village president, a town board member and representatives from Gunder-sen Lutheran and Franciscan Skemp medical centers.

At the insistence of Tri-State Ambulance officials, two non-voting, ex-officio physicians will be on the panel.

The commission would set and regulate standards, protocol and quality of care, among other things.

Both city and county plans represent a major deviation from a proposal unveiled to the public less than two weeks ago.

The result of months of mediation among the city, county and Tri-State, that draft would have authorized the purchase of two ambulances and allowed 12 firefighters to train as paramedics.

Johnsrud said the public outcry illustrated that any changes should be implemented one step at a time.

Doyle praised Johnsrud for dropping the idea of a city ambulance and working toward a commission “that can take the politics out of this thing.”

While the city council could vote on the commission in September, any county board vote is another month out.

“My hope would be that when the city council looks at a lopsided one and then a balanced one, they would feel that’s really the way to go,” Doyle said.

" traumacare - There is a huge difference in professional first responders that are on duty 24/7 and volunteer first responders that are on call 24/7. The difference is not their dedication or desire to help, but training, experience, resources, coverage areas and response times. We do not need the former to provide coverage for the entire county, only where there are and likely will be higher rates of calls for service. "

I have stated I'm only that we should study all of the options and on a system wide, not just EMS basis; and make determinations on what we should do next looking to the future. " In over 12 years as a 1st Responder, the ambulance has been on scene before us 4 times. 2x they were driving past the call when it came in, the other 2x we were on another call at the other end of our area. In 15 years, only once has there ever been no one around to take the call. Not proud of that fact, but there are those around that are worse. "

" First responders not on duty 24/7. Do explain where in our area first responders are not on-duty or on-call 24/7. It is also important to note that for accidents and other serious calls possibly involving rescue, the local fire entity/rescue service is often sent. Insightful 1 makes an important point highlighting the importance of EMS as a system and not just an ambulance. EMS starts from the time of the call is received, until patient care is transferred to the ER/Trauma Center. The issue of first responders having to cross through other districts, those issues need to be taken up with the LA Crosse County Emergecny dispatch, and/or the folks who have established the current fire/first responder districts. "

" random annoying bozo - Of course I know the difference. The example has been played out in every rural area time and again. Tri-State often arrives first. If it is an accident and not just a medical call it means the paramedics must take on the roles of the police and first responders too. This is not uncommon on rural calls because the first responders are not on duty 24/7 and the nearest available sheriff deputy is at the court house. To focus on t on transport response times without looking at the whole system is absurd! "

" oldglorydays, give it a rest. your comparing apples to oranges. when you talk about 'response times' of first responders, that is exactly what it is, first reponders, you know, the ones who respond first, ussually because they are the closest. what an ambulance contains are paramedics. first responders and paramedics are two entirely different things. a City of LaCrosse ambulance will not do a thing to effect any response times to anywhere outside of LaCrosse. if anything all it will do is cause the outlying areas have to subsidize a service that is now a self sufficient private enterprise. you know, it doesn't require taxpayer dollars. i don't mind spin, but clueless spin bugs me. "

The current patchwork has responders from one jurisdiction driving through other jurisdictions, sometimes past their front door. For example the West Salem fire department must go through Onalaska to get to some locations in Hamilton. "

Then the hyper ego driven Mr. Doyle tries to come in looking like mankinds or at least the area's almighty savior with his pathetic plan.
