Groups call for better pedestrian access on West Avenue

He’s demonstrating the challenges ongoing construction along West Avenue pose to people with disabilities.
“Right here it’s extremely dangerous,” he said during a press conference Tuesday at the northeast corner of the busy intersection.

The four-lane thoroughfare has been reduced to the west two lanes during the final phase of construction.

Livable Neighborhoods and Independent Living Resources called the event Tuesday to air grievances about limited pedestrian access on the route.

“It’s simply unacceptable,” Livable Neighborhoods President Charley Weeth said.

“People in wheelchairs and parents with young children on bicycles are forced out into travel lanes, with traffic, in order to get across the street.”

Weeth said he asked the Wisconsin Department of Transportation to keep open at least one sidewalk and crosswalk at a signalized intersection.

Jim Rohe, DOT project development manager, said officials often prefer that people not cross at signalized intersections, where traffic levels and turning movement are heaviest.

At West and Main, stray pipe and several barrels block the crosswalk. But a block north at State Street, kids on bikes cross without a hitch.

“There’s a reason some of these sidewalks are closed. They’re dangerous,” he said. “We have been proactive, but it’s really hard to accommodate crossing traffic everywhere.”

Mark Roesler-Begalke, from Independent Living, said the city has been complacent in standing up for citizens.

“This is one of the multiple issues where the city has dropped the ball working with people with disabilities,” he said.

" Has it ever occured to Charlie and his henchmen than the non signalized streets are closed and should remain closed for the reasons of construction. Do the Handicap and children throw on their orange vests when they are crossing into a dangerous work zone? It's closed, closed is closed. Just like bliss road. If you choose to "Trespass" into a construction zone you are taking liablity for yourself. It is as simple as that. Quit being lazy and go to a signal an wait for the green light. "

" The point being made by these folks isn't that pedestrians should be given special access, but equal access. If the street is open for cars, then the crosswalk is supposed to be open for pedestrians too. "

" This particular intersection is dangerous with heavy equipment, barrels, 4 lanes of traffic trying to manoever into 2, etc. Why would any pedestrian WANT to cross here when there is a safe crossing just 1 block over? It would be like wading across a rapidly moving flooded river when theres a bridge 1 block down. I'm convinced we have "groups" in this city who do nothing more than drive around full time looking for things to complain about. Construction inconveniences everyone, but its a necessary evil. Stop whining and cross a block over until they're finished. "

Several of he corners, all of which USED to have TWO pedestrian crossovers (north AND south of the intersection), now have only ONE (indicted by simulated "brick") - there isn't even a handicap ramp opposite of it. This is even true where there is very high pedestrian traffic, i.e, Badger and Pine streets, with high-rises and the UW-L complex. "

Almost all of the Boulevard, from Jackson St., northwards to La Crosse St. has disappeared. So What(?). Think RAIN, and puddles in the street.

Worse, Think SNOW, and the need to remove it (plow it OFF the street). Where will it be stored(?), before the City has to start spending tens of thousands of YOUR tax dollars to remove it, so that you can walk on the sidewalk. . . without mountaineering gear. "

" I feel for the handicapped people but at the same time. IT IS CALLED CONSTRUCTION! They spend enough time making it driveable, they don't need to put in temporary sidewalks too. They should close the thing down completely. I used to drive or bike that road everyday, now I use an alternative route because of the construction. once it is done I will be back to West Avenue. Deal with it, last time I checked there are pleanty of other ways to get north, south, east and west in this city. "

" The city may do a poor job in clearing ice and snow from sidewalks in the winter, but they hardly hold a candle to many of the residents here who do not clear the walks in front of and around their houses or clear only a path for a single person to walk. I've seen many places in winter where a person in a wheelchair would be fortunate to make it down a block's stretch of sidewalk, but then they really would be out of luck when they reach a corner and find that the people in the house there cannot be bothered with keeping that clear.

(I understand the snow plowing problem at corners and the city does need to do more to alleviate that problem. I have lived on corners and did do extra shoveling in the winter to keep access open.) "

" You have to break both of these over paid government workers legs and get them in a wheelchair to get it through their thick heads, Same problem in the winter were these lazy bums dont clear the snow. Have those on community service with justice sanction clear it. I am wheelchair bound this town sucks! "
