New school board plan: Referendum, cash reserves, cuts

A plan that would combine a potential referendum and $3 million in cash reserves to address most of La Crosse School District’s building needs gained the backing of the school board majority Monday.

Board member Deb Suchla drafted the plan, which would use a proposed $600,000 donation from Trane and $3 million from the fund balance, plus cut nearly $2 million — $1 million in improvements to a school that could close in the future and $990,000 in other repairs — from the facility needs referendum that failed in April.
The latest plan also would not consolidate two North Side schools into a new school.

The new $18.4 million referendum proposal, which could go on the Nov. 4 ballot, looks at the total package, Suchla said.

“We aren’t piecemealing any of it,” she said.

“As much as I don’t want to use the general fund or close a school, I like it,” board member Connie Troyanek said.

The board directed Superintendent Jerry Kember to review Suchla’s proposal and determine what would keep the potential school property tax rate at 27 cents per $1,000 in equalized valuation.

Board Vice President Steve Kopp was alone among the nine-member in opposing the motion.

By tapping into some of the fund balance, the proposal also sends the public a message that the board is willing to work with them to bring the overall cost down, Suchla said.

Board members will need to determine what is fair to the public and what will provide a good learning environment for students, Kember said.

Kopp and board member Neil Duresky earlier Monday motioned to use $3 million of the district’s $33 million fund balance, but it was defeated. A similar measure also was voted down Aug. 18.

Board members said they wanted to present a package to the public.

The board also directed legal counsel to prepare a referendum using Suchla’s proposal. Kopp, Duresky and board member Dave Rudolph all voted against the move.

“I think maybe our best idea for a referendum is maybe still something that hasn’t happened,” Kopp said. “I think something could happen in the next year if we take time to talk about it ... But at the same time, I realize we can’t talk about it forever.”

Members again will focus on potential November referendum at a special board meeting at 6 p.m. Sept. 8 at the Hogan Administrative Center, 807 East Ave. S.

School board members have met for three straight Mondays trying to reach a consensus on attempting a November referendum.

They have until Sept. 20 to draft the referendum and could call another special meeting, School Board President Christine Clair said.

Take his salary, then take 11.7% of that salary which you and I contribute to his WRS retirement fund. Then add $10,500 for another annuity for retirement. It is at or around $27k! Our population is around 54,000. Half of us contribute $1.00 for just Kembers retirement fund every year? SICK!!! The worst part is that most of these Board members can not identify with this sickness. "

What I asked (you can see it on this webpage, how neat!) was for Senior Advocate to enlighten us how education in the La Crosse, Wisconsin Public Schools has become poorer, as SA wrote in his/her statement. I then went on to say that things have not gotten worse.

So BSB are you saying local education has gotten better? Hmmmm...interesting, must be due to the No Child Left Behind Act. Thanks for pointing that out.

Usually we hear how the kids are falling behind due to the fact we can't keep good teachers and administrators because of the low wages and benefits. Not to mention the poor facilities.
Thanks for reaffirming that is not true. Sounds like what your saying is we don't need this referendum because local education is doing fine. "

- One Board member stated that the $33M fund balance was the only money the school had that was working for them via interest income. She doesn't seem to realize that all the money the school district receives is working for them. Every taxpayer in La Crosse who owns property works hard to provide tax money to the school district. These same taxpayers are the same source which provided the $33M fund balance in the first place.
- One Board member wanted to expand the school system though charter schools and academies, despite the ongoing declining enrollmment figures. She claimed this would attract more families and children to the district. She didn't consider that high property taxes are driving families with children out of La Crosse. Most families are not leaving due to the quality of the schools. "

- A few Board members kept referring to the $33 fund balance as THEIR money. Twice, other Board members had to correct them with a reminder that it is TAXPAYER money.
- The defeated motion was to use $3M for critical security and safely improvements immediately. Those opposed to the motion claimed they were not opposed to the improvements, but wanted the money to come from the future referendum, not money they already had in the fund balance.
- There was an attempt to explain that the fund balance wasn't really cash on-hand. However, the definition of the fund balance was very confusing. "
