"I happened to look out the window and saw him standing at the street corner," said a city employee who declined to be named. The man stripped entirely and began gesturing and waving at passers-by, he said.
A few minutes later, the man lay under a tree near the former Sampson buildings, now known as the Times Square office buildings, until he was seen by a West Salem police officer. He then put his underwear back on, the employee said.
Several officers and an ambulance arrived at the scene, and the man was handcuffed and taken away on a gurney, the employee said.
"It was five or six minutes at the most," he added.
