Charges filed in gun-drug case

Drug charges were filed Wednesday against three men and a fourth faces charges for reportedly firing a handgun outside an Onalaska apartment building late Saturday.

Paul Vang, 18, of Holmen was charged in La Crosse County Circuit Court with first-degree reckless endangerment and disorderly conduct, both with use of a dangerous weapon and as a repeat offender.
Jesse Vang, 18, of St. Paul, Minn., was charged with possession with intent to deliver methamphetamine near a park and possession of THC, a controlled substance and drug paraphernalia.

Koua Vue, 26, of Onalaska was charged with maintaining a drug trafficking place second and subsequent offense and four counts of possession of drug paraphernalia, all as a repeat offender.

Toua Vue, 25, of Onalaska was charged with possession of THC and drug paraphernalia.

Shots were fired about 10 p.m. Saturday outside an apartment building at 510 Quincy St. Onalaska police found two spent shell casings.

Koua Vue then called police about 11:15 p.m. to report Paul Vang was at his apartment at 518 Quincy St. and had a probation warrant.

Paul Vang was shaking, sweating and close to fainting when officers put him in handcuffs. He admitted firing the 9mm handgun found on an end table but declined to tell officers why, the complaint reported.

Police found 7 grams of packaged methamphetamine, 5.3 grams of psychedelic mushrooms, marijuana seeds and two glass pipes in Jesse Vang’s backpack, according to the complaint.

About 13 grams of marijuana and two measuring spoons were found in a mesh laundry bag in Toua Vue’s room, the complaint stated.

Two pipes, rolling papers and a scale were recovered from Koua Vue’s bedroom.

Paul Vang also was charged with operating a motor vehicle without the owner’s consent and attempting to flee or elude a traffic officer, stemming from a 3-mile, high-speed pursuit he led in Onalaska in Koua Vue’s car July 15, according to the complaint. Police said they were unable to find the driver after he jumped from the vehicle.

Paul and Jesse Vang and Koua Vue are in the La Crosse County Jail on cash bonds, while Toua Vue was released on a $1,000 signature bond.

Paul and Jesse Vang and Koua Vue had their cases continued until Friday to hire attorneys. The next court date for Toua Vue was not available.
