“I happened to look out the window and saw him standing at the street corner,” said a city employee, who declined to be named.
The man stripped entirely and began gesturing and waving at passers-by, the employee said.
A few minutes later, the man lay under a tree near the Times Square office buildings on Fourth Street, until a West Salem police officer caught sight of him.
He then pulled his underwear back on, the employee said.
Several police officers and an ambulance arrived, and the man was handcuffed and taken away on a gurney, the employee said.
