Mario A. White waived his preliminary hearing Wednesday and was bound over for trial.
District Attorney Joe DeCecco said the 21-year-old White had a 0.18 blood-alcohol level when authorities said he led them on a high-speed chase. The legal limit is 0.08.
White faces 22 criminal charges and could spend more than 62 years in prison if convicted of all charges in an amended criminal complaint filed Monday.
Police said White's vehicle plowed through parade barriers, hopped the curb and came to rest on a sidewalk where spectators had lined up for the Aug. 2 parade.
Four people were injured, but none seriously.
