La Crosse County among state’s lowest in property value growth

La Crosse County had the ninth-slowest growth in equalized property values in Wisconsin in 2007, according to a study released Thursday by a state watchdog group.

Data from the Wisconsin Taxpayers Alliance showed the full market — or equalized — value on real and personal property statewide rose 3.3 percent in 2007, which is the smallest increase since 1987.
That compares with a 6.2 percent increase in 2006 and a 9.6 percent spike the year before.

Equalized values are used to set property taxes among various communities in a county, school or technical college district, and to compute state aid to local governments, most notably school districts.

La Crosse County’s equalized valuation rose a mild 1.8 percent in 2007, falling short of the more lively growth seen in several neighboring counties.

Juneau and Jackson counties were among the state’s top 10 in property value growth for 2007, up 8.8 percent and 7.7 percent respectively. Monroe County’s valuations grew by 6 percent and Trempealeau’s by 5.1 percent, also among the state leaders. At 3.06 percent, Crawford County’s growth trailed the others but still was above most counties.

Scott Shields, the equalization section chief with the Wisconsin Department of Revenue, said La Crosse County followed the trend of other urban and suburban counties that saw growth cool in 2007.

“The surrounding counties (around La Crosse) had strong sales in vacant classes of property, like forested land and undeveloped land, and fairly strong commercial and residential sales,” said Shields. “But La Crosse, comparatively speaking, was weaker in those categories.”

Statewide, the slowest increases were in urban and suburban areas and counties adjacent to the Twin Cities area, which had seen rapid growth from Minnesota transplants in recent years.

Barron County was the only Wisconsin county to see a drop in equalized values in 2007, the study showed.

Despite the slower growth, Shields said La Crosse County had “a pretty good number of sales last year,” and the local and state figures should not cause concern.

“Our state, compared to others, is in a pretty good situation because there were no large increases 10 years ago and no large decreases,” Shields said. “We have a real stable real estate market that is moving forward a little slower, but it is still moving forward.”

And we have watched as no construction project of any size or merit has been built without our tax money and creative financing trailing along like toilet paper stuck on your returning shoe from the bathroom. $391 million in property encompassed in TIFs, too many up around 27 years. Empty storefronts Downtown, Crossroads, Shelby, a weed field across from Shelby, Bridgeview and far too many more. "stable"? As they give away riverfront, and high volume frontage. Then what??? Johnsrud can burn his Masters for heat. "

Taxes in La Crosse are too high compared to where I am now: I'm in a much richer state with way lower taxes and way better services. A public indoor pool here is five times bigger and better than anything you've got, yet taxes on a $100K La Crosse house are higher than taxes on a $600K one here. Roads are worse in LaX, schools in LaX are worse, police and fire are about the same--you pay more for less. One reason for that is that big businesses here are more prevalent so we locals don't foot so big a bill. Down here, our total tax bill is lower and our service package is greater. La Crosse, you're a poorhouse! "

" If you only look at percentage growth - of course smaller counties are generally going to look better in tough economic times. 7.7% of $1.3b is about $95m (in Jackson County); while 1.8% of $7.6b is about $137m (in La Crosse County). So to look at it a different way La Crosse County saw 144% of the growth that Jackson County saw in 2007. The point is, percentages can be deceiving if that is all you look at. "

" I will agree that the taxes in the City of La Crosse are outragous. It's great that we have three top quality secondary education facilities in town, but the fact is they dont'd pay real estate taxes on the all the valuable ground they sit on. To concerned mom...the City does attempt to bring in new businesses to town. But in order to entice them there must be financial incentives (i.e. TIF districts). Simple economics there. Then when the City creats those incentives people like you complain about it. "

" LaCrosse houseing maket is too HIGH, And the Average Wage is WAY to LOW. If LaCrosee wants to Grow in all the directions it needs to and get bigger and better business in this area. Then lower the rent a little and electric bills for the community and start approaching larger better paying companies to come this is area. Area Employers start paying you employee's better and job turn over won't be so high. Duh "

" Its just ridiculous how high La Crosses taxes arewho wants to improve their property in La Crosse and get severely penalized for it. We are getting punished enough! The so called quality of life isnt any better than in the surround communities but yet we are taxed like we have golden avenues to drive on, etc. compared to the surrounding communities. "
