La Crosse withdraws plan for EMS commission

La Crosse officials announced today they're withdrawing legislation that would have created a joint emergency medical services commission.

The considerable differences between a city and county version of the governing body prompted the halt, according to a city-issued press release.
"This issue is too important to our community to be rushed through the legislative process while these differences remain," officials said. "Therefore, in order to assure that the creation of a joint EMS commission is given the due consideration that it requires and deserves, we believe that the city and county need to continue to discuss this matter and work to reach a consensus."

The resolution, introduced to the city council Aug. 14, already was the result of months of negotiation among the city, county and Tri-State Ambulance.

But days after Mayor Mark Johnsrud's draft went public, La Crosse County Board Chairman Steve Doyle introduced a version that he called more balanced and less political.

Doyle's plan won the support of Tri-State and Gundersen Lutheran and Franciscan Skemp medical centers.

Under the city version, La Crosse leaders reserve the right to enter the ambulance business whenever they choose. The county version grants the EMS commission authority to determine who will provide ambulance service.

Doyle's plan also alters the makeup of the commission by knocking off one city council member. He said a commission stacked in the county's favor wouldn't fly in the out-of-county areas.

Johnsrud's resolution dealt four of the 11 seats to city representatives, including the mayor, two common council members and a citizen member.

The legislation was scheduled for a vote in the city council this month.

" NoCity...you remind me a lot of the people that owned MedStar. At the very least, you make pointless comments just like they ued to. It would be ignorant to expect Tri-Mistake to quarter an ambu in BC. Funny how you hide your identity yet have obviously spent the money to put together a web site against a City run ambu service. Sort of makes me wonder what kind of pecuniary interest you have in the current set-up. "

" A shame really. I was hoping that the La Crosse Fire Department getting in to the ambu game would free up some Tri-State rigs and make them more available and responsive to the outlying areas. I was first on scene as a passerby at an accident by Beach Corners some years back. It takes Tri-State a LONG time to get there. "

" with La Crosse city taxpayers crying for property tax relief, it is probably hard for the city leaders to defend their decisions that result in the statistics in the last post of mine. I personally don't mind having a fire department staffed with above average numbers, but with Johnsrud trying to portray himself as a fiscal conservative it is probably going to be hard for him to defend this fact during re-election. I think this is EXACTLY the reason all of a suddent for the push for ambulance service - no other reason really made sense to me. "

In 2006, about $190 was spent per person, ranking the La Crosse third among Wisconsin cities with "career departments," or those staffed 24 hours a day with full- and part-time paid employees, according to data the group is circulating.

" The reason they went down this road in the first place is very clear in a Tribune story published on July 31st. See next post - they are just trying to cover their back ends because no one wants to say - hey maybe there could be cuts in the fire department, next time the city is faced is difficult decisions. So if they create this new service - then there would be no way anyone could make that recommendation. "

Its not over by a long shot! Regardless of TriStates numbers theres big money and a slush fund operating budget to loot if King mark gets his way and we all know how he likes to collect cookie jars to dip into.A 1000.00 ride from the lights in LaCrescent to GL and some oxygen who wouldnty want a piece of that and those Mayo clinic runs pay real well too as well as the out of town county transports. They want in to reduce the cost to the county while looting the fund at full fare. "

" What this illustrates all too well is that Doyle is a tested saavy politician, and Johnsrud is not! Johnsrud has gotten whacked, and whacked soundly twice by my count. Could not be better timing coming into the Mayoral Primary season. 'She' will do a much better job for us, and she will make decisions based on the taxpayers, and their needs. Her name is Richmond. "
