Conglomerate all benefits under the guise that State funds will more efficiently and safely handle employee benefit funds. Collectively bargain with the help of largely Democrats so that they may buy votes as they give our money away. Then hold as a threat the ole scary 'judiciary bargaining system' if these contracts cannot be agreed on by System and Union. As if these 'appointed' Judiciaries are not on the same disproportunate benefit meal ticket like System janitors to the politicians themselves. Not wanting to even start the ball rolling on cutbacks on anyone, for fear it might head toward them? Now that is to LOL! "
